President's Personal File
The President's Personal File is essentially a President's secretary's file, kept by Rose Mary Woods, personal secretary to the President, for two purposes: (1) preserving for posterity a collection of documents particularly close to the President, whether because he dictated or annotated them, or because of the importance of the correspondent or the event concerned and (2) giving appropriate attention–letters of gratitude, invitations to White House social events, and the like–to members and important friends and supporters of the Nixon administration. This generalization does not describe all the varied materials of a file group which is essentially a miscellany, but it does identify the reason for the existence of the file group's core. The editor transcribed the portion of the conversation printed here specifically for this volume. Brezhnev spoke in Russian, and Viktor Sukhodrev translated for both Brezhnev and Nixon. Paragraph breaks denote pauses for translation. No written record of this conversation was found. Kissinger wrote in his memoirs that the President did not tell him what transpired at this meeting. Kissinger outlined the international relief effort underway and transmitted a memorandum from Secretary of State Rogers to Nixon proposing that Nixon support U.N. efforts against the Sahel drought and that he appoint Deputy AID Administrator Maurice Williams as U.S. special drought coordinator.

A notation on the memorandum reads: “The President has seen.” No action indicated, but Tab A, the attached proposed letter to Waldheim, was signed in nearly unchanged form on June 20 and is printed in the Department of State Bulletin, Vol. LXIX, No. 1776, July 9, 1973, pp. 66–67. Tab B, the June 8 memorandum from Rogers to Nixon, was Limited Official Use. Rush signed for Rogers. In addition, Williams was appointed drought coordinator on June 20. Tab C, the telegram from Ambassador Scali, is attached but not published.

The Department discussed the decision to shut down the post at Kagnew Station in Asmara, Ethiopia, and create a communications station and naval facility at Diego Garcia.

Source: Central Intelligence Agency, OPI 122 (National Intelligence Council), Job 79R01012A, Box 467, NIE 42/14.2–73, Folder 6. Secret. All members of the U.S. Intelligence Board concurred in the estimate except the representatives of the FBI and the Department of Treasury, who abstained because the subject was outside of their jurisdiction. On June 18, Colby sent this NIE to Kissinger, as requested. Colby added, “The analysis in the NIE basically supports the approach advocated by State.” (Ibid.) [secret] On June 19, the Department sent instructions to Habib in telegram 118917 to Seoul. Kissinger noted two letters from First Secretary Gierek that indicated an improvement in Polish-U.S. bilateral relations. Kissinger suggested that the President address the issue of Polish conduct on the International Commission of Control and Supervision in Vietnam before extending an invitation for Gierek to visit the United States. Attached to this memorandum is Tab A, a June 20 letter from Nixon to First Secretary Gierek, highlighting Nixon’s appreciation for the improving relations between the two countries.

Limited Official Use. Sent for information. A stamped notation on the memorandum indicates the President saw it. Nixon wrote at the top of the memorandum, “K, Personal Ltr to him from RN [Richard Nixon].” Sonnenfeldt sent Kissinger a draft letter from Nixon to Andreotti under cover of a July 10 memorandum; Kissinger wrote at the bottom of the memorandum, “This is a mistake. Unnecessary + would be misunderstood. Hold.” (Ibid.) Andreotti was succeeded as Prime Minister by Rumor on July 4.
