The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973. A stamped notation on the memorandum indicates the President saw it. A handwritten notation reads: “Delivered to Gen. Rogers summarized the negotiations concerning the Biological Weapons Convention and analyzed its terms in anticipation of its submission to the Senate for ratification.
Source: Documents on Disarmament, 1972, pp. 380–386. No classification marking. Nixon submitted the convention to the Senate for its advice and consent on August 10, 1972, but the Senate Foreign Relations Committee held up the vote along with the vote on the Geneva Protocol because of its disagreement with the administration over whether the Protocol prohibited the use of herbicides and riot control agents. In December 1974, after a concerted lobbying effort by the Ford administration, the Senate gave its consent to both treaties, and President Ford ratified them on January 22, 1975.
