In his covering memorandum transmitting the memorandum to Kissinger on October 26, Colby wrote that it “may give the Arabs a bit more credit for being able to maintain concerted pressure on the U.S. than will be the actual case, but the paper does represent the views of my best people working on the Middle East.”

Uganda
249. Minutes of the Secretary of State’s Department Staff Meeting, Washington, October 25, 1973, 3:15 p.m.
In the portion of the minutes relating to Uganda, Assistant Secretary Newsom told Secretary Kissinger that General Amin’s irrational behavior led the Africa Bureau to conclude that there was no purpose served by maintaining a U.S. presence in Uganda and that the Embassy should be closed without breaking off diplomatic relations. Kissinger agreed.

Summary: Lodge reported that notwithstanding some outstanding differences over civil aviation, steel scrap, and sales of U.S. subsidiaries in Argentina to Cuba, U.S.-Argentine relations seemed to be improving.

Although the Nixon-Perón exchange of correspondence has not been found, telegram 7590 from Buenos Aires, October 16, noted that Nixon’s letter had been commented upon favorably by the Argentine press and that Perón’s response to Nixon signalled his desire for good relations with the United States. (Ibid.) In telegram 7533 from Buenos Aires, October 15, Lodge reported that Vignes had told him that the letter from Nixon was a positive step but that it would soon be necessary to have in-depth discussions on unspecified “matters of importance.” (Ibid.)

Summary: The Embassy reported Hillenbrand’s October 25 conversation with West German State Secretary Frank.

In telegram 15408 from Bonn, October 24, the Embassy reported that Frank, in a “strongly-worded request,” asked “that US cease resupplying Israel with military goods from FRG.” Frank also asserted “that, in view of the second ceasefire, there is no further need for German territory to be used by Israeli or any other carriers to resupply Israel.” (Ibid.) In telegram 210441 to Bonn, October 25, the Department sent talking points for a follow-up démarche to Frank. (Ibid.)273.
