    The President's Office Files consists of materials drawn together by the Special Files Unit from several administrative subdivisions within the White House Office. It is the handwriting and sensitive papers sent to the Staff Secretary that now comprise much of the President's Office Files. Visit the finding aid to learn more.

      Summary: In a meeting with Embassy officers, Presidential candidate General Efraín Ríos Montt indicated he would not be controlled by the Christian Democrats, and that following a strong populist campaign, he would win the 1974 Presidential election.

      Summary: Kubisch requested authorization for negotiations with The Bahamas on the continued use of military facilities there, outlining U.S. objectives and the prospects for successful talks.

      Summary: During an October 15 meeting with Kubisch, Uruguayan Ambassador Luisi suggested that the U.S. could encourage the Government of Uruguay by converting part of its military sales program into a grant program. Kubisch replied that the U.S. would consider any proposal Uruguay wished to bring, but that a new grant program was unrealistic.
