The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973. 1. Telegram 612 From the Embassy in Afghanistan to the Department of State, Kabul, January 26, 1973, 0325Z
Newly appointed Prime Minister Musa Shafiq met with Ambassador Robert Neumann on January 9, explained his future policies, the compatibility of Afghan and U.S. interests, and Afghanistan’s strategic situation. The Ambassador replied that the United States would attempt to aid Shafiq’s administration discreetly.

391. Memorandum From the Executive Secretary of the Department of State (Eliot) to the President’s Assistant for National Security Affairs (Kissinger), Washington, January 26, 1973
Summary: The Department reviewed the circumstances surrounding Ambassador Knox’s release after being held hostage in Haiti, emphasizing that U.S. officials had sought to bring about an outcome that would discourage similar incidents in the future.

In telegram 14530 to Mexico, January 24, the Department instructed the Embassy to express the United States Government’s appreciation for Mexican assistance in securing Knox’s release and its hope that the Mexican Government would ensure the kidnappers were brought to justice. (Ibid.) In telegram 19510 to Mexico, February 1, the Department reported that the Mexican Government would allow the Haitian terrorists to proceed to a third country, probably Chile, despite the United States Government’s expressed desire to see the hostage-takers prosecuted. A January 26 covering memorandum from Farley to Kissinger is attached but not published. In a January 5 memorandum to Rogers, Laird, Helms, Smith, and David, Kissinger requested that the ad hoc group review and update certain aspects of the NSSM 157 study relating to verification and submit the report by January 21. Kissinger’s memorandum is published in Foreign Relations, 1969–1976, volume E–2, Documents on Arms Control and Nonproliferation, 1969–1972, as Document 275. NSSM 157, issued on July 28, 1972, directed a “prompt review” of the U.S. position on negotiations concerning chemical weapons, then ongoing in Geneva. The NSSM also specified that the review be conducted by an ad hoc working group chaired by a representative designated by the Director of the Arms Control and Disarmament Agency and comprised of representatives of the Departments of State and Defense, the Central Intelligence Agency, the Arms Control and Disarmament Agency, the President’s Science Adviser, and the Joint Chiefs of Staff.
