    Following is a listing of items of general interest which were announced in the press but not made public as formal White House press releases during the period covered by this issue. Appointments requiring Senate approval are not included since they appear in the list of nominations submitted to the Senate, below.

    • The President has named Dr. Daniel P. Moynihan, Executive Secretary of the Council for Urban Affairs, as a member of the Cabinet Committee on Economic Policy, and Dr. Paul McCracken, Chairman of the Council of Economic Advisers, as a member of the Council for Urban Affairs.
    • The President has accepted the resignation of Chief Judge Thomas J. Clary of the U.S. District Court for the eastern district of Pennsylvania, effective March 1, 1969. Judge Clary will continue to serve as a senior judge for the Court.
    • The President and Mrs. Nixon gave a dinner in honor of Chief Justice Earl Warren at the White House.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.     • 338. Memorandum From the Assistant Secretary of State for European Affairs (Hillenbrand) to the Under Secretary of State for Political Affairs (Johnson) , Washington, April 23, 1969

      Hillenbrand recommended lodging a formal protest to a recent Canadian announcement expanding certain boundaries of Canadian internal waters and establishing expanded offshore zones that might exclude foreign fishing activities. Johnson approved the recommendation.

Griffith, Office of Canadian Affairs, Bureau of European Affairs on April 22 and cleared by Springsteen, EUR/CAN, and S/FW, and in draft by Belman. Johnson apparently approved the recommendation. The approval line is marked in an unknown hand as follows: “4/25/69, 12:00 noon.” Tabs A, B, C, and D were not found. For Tab E, see Document 333.     • 140. Telegram 63195 From the Department of State to the Embassy in Tunisia, Washington, April 23, 1969, 2313Z

      This joint State and Defense message reported on Bourguiba’s talks with Secretary of State Rogers and Secretary of Defense Laird. It instructed the Embassy to respond positively to Bourguiba’s hope for dialogue with the new administration, but make clear that no greater American military effort was likely.

In telegram 52187 to Tunis, April 5, the Department reported that in their meetings with President Nixon and other American officials,“President [Bourguiba]and Bourguiba Jr. expressed concern growing Soviet naval presence Mediterranean and continued fear of Soviet-armed Algeria. Tunisia’s pro-Western stand had heightened its isolation and vulnerability.” (Ibid., POL 7 TUN) According to Nixon’s Daily Diary, on April 1 from 3:23 to 3:46 p.m., the President met with President Bourguiba and Bourguiba Jr., who were in Washington for the funeral of President Eisenhower. It was drafted by Lang and approved on April 25 by Principal Deputy Assistant Secretary of Defense Richard Ware. Copies of this conversation were sent to the Secretary of Defense, the Deputy Secretary of Defense, DASD–IA (ISA), IAW (ISA), OASD, IXR (ISA). The meeting was held in Secretary Laird’s office in the Pentagon.
