Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973. Although no drafting information appears on the memorandum, Lynn sent it to Kissinger under a December 24 covering memorandum. Nixon wrote the following comments in the margins: “This doesn’t make my point—what about tests of new weapons? How many new weapons have they developed in 5 years compared with us? 2) K[issinger]—also, I want a study made of the point I discussed with you re. How Soviet gets so much more for their 70 billion a year than we do.”

Drafted by Bowden, concurred in by Leonard, and approved by Morton Abramowitz (U) on December 31. The meeting was held in the Under Secretary’s office. At the top of the first page is a handwritten notation, “Sonnenfeldt—FYI.”

    Nuclear Non-Proliferation Treaty; Implementation of Safeguard System

    • 43. Memorandum of Conversation , Washington, December 30, 1969, 11 a.m.

      Soviet Ambassador Dobrynin and Under Secretary of State Richardson discussed efforts to persuade enough countries to ratify the NPT to allow the treaty to come into force. By December, twenty four nations had indicated their intention to deposit their ratification by January, 1970. Should this occur, the two men tentatively agreed to hold a joint U.S.-Soviet ceremony for the deposit of instruments of ratification in early February.

    • 172. Memorandum From Michael Guhin of the National Security Council Staff to the President’s Assistant for National Security Affairs (Kissinger) , Washington, December 30, 1969

      Guhin forwarded a draft NSSM indicating the President authorized a study and review, to be conducted by the Interdepartmental Political-Military Group, of current U.S. programs and policies on toxins. Given that the Joint Chiefs, and the Departments of State and Defense, had already undertaken steps to comply with the request for information, Guhin noted there should be no difficulty complying with the January 9 deadline.

At Tab A is a draft of Document 173. At Tab B is Document 170. At Tab C is a document (not published) in the margin of which Kissinger wrote that a NSSM should be issued for the following reasons: “Laird’s sensitivity;” it was “a policy & not an operational issue;” the President should “get credit.”

      The 8 page report examined the short-term prospects for Libya, emphasizing issues likely to affect U.S. interests, particularly western military installations, oil policies, Libyan arms negotiations with the Soviet Union, and Arab-Israeli “matters.”

The Director of CIA submitted this estimate with the concurrence of all members of the USIB with the exception of the representatives of the AEC and FBI who abstained on the grounds that it was outside their jurisdiction.

      As a follow-up to President Nixon’s October 31 speech on U.S. policy toward Latin America, President’s Assistant for National Security Affairs Kissinger directed the Under Secretaries Committee to submit a report to the President that outlined U.S. positions on various issues that would be discussed at the forthcoming round of IA–ECOSOC talks.
