Charles Partee, Donald A. Paarlberg, Richard C. Van Dusen, Laurence H. Silberman, and Ronald Brooks, met in the Cabinet Room of the White House at an unknown time between 10:05 am and 10:16 pm. The Cabinet Room taping system captured this recording, which is known as Conversation 103-010 of the White House Tapes.
