    Following is a listing of items of general interest which were announced in the press but not made public as formal White House press releases during the period covered by this issue. Appointments requiring Senate approval are not included since they appear in the list of nominations submitted to the Senate, below.

    • The Chairmen-elect of the 25 Federal Executive Boards met with the President at the White House.
    • Delegates and award winners attending the 20th annual National Leadership Conference and Awards Program of Religious Heritage of America met with the President at the White House. The President is the 1970 recipient of the group's Churchman of the Year Award.
    • Jacob D. Beam, United States Ambassador to the Soviet Union, met with the President at the White House for periodic consultation.
    • The President met with Capt. Dale C. Hupe and other members of the crew of the TWA jetliner which was hijacked recently.
    • The President hosted a reception for representatives of the Advertising Council in the East Room at the White House.
  • Each Public Papers of the Presidents volume contains the papers and speeches of the President of the United States that were issued by the White House Office of the Press Secretary during the time period specified by the volume. The material is presented in chronological order, and the dates shown in the headings are the dates of the documents or events. In instances when the release date differs from the date of the document itself, that fact is shown in the text note.

    President's Office Files

    The President's Office Files consists of materials drawn together by the Special Files Unit from several administrative subdivisions within the White House Office. It is the handwriting and sensitive papers sent to the Staff Secretary that now comprise much of the President's Office Files. Visit the finding aid to learn more.

    President's Personal File

    The President's Personal File is essentially a President's secretary's file, kept by Rose Mary Woods, personal secretary to the President, for two purposes: (1) preserving for posterity a collection of documents particularly close to the President, whether because he dictated or annotated them, or because of the importance of the correspondent or the event concerned and (2) giving appropriate attention–letters of gratitude, invitations to White House social events, and the like–to members and important friends and supporters of the Nixon administration. This generalization does not describe all the varied materials of a file group which is essentially a miscellany, but it does identify the reason for the existence of the file group's core.   • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.       Thursday, June 18.

      Busy schedule day to clean up all the loose ends. Kept President going solid all day. Ended with Ad Council reception - then took FRESH group out on Sequoia for dinner.

      Had our first staff meeting of the expanded group, in my office. Went pretty well - but it's still pretty loose. Will be a darn good group. Covered basic problems today of whether to veto Voting Rights Bill with 18 year vote (group felt strongly President should not veto, but Congressional leaders all favor a veto); strategy on Cooper-Church (in pretty good shape); plan for postal reform in House - problem of leaving it to Blount, so got Harlow in with Shultz advising; problem of VP and his speeches and Joe Rhodes, etc.

      Good session on the Sequoia as President really relaxed and established a good base with the group. Discussion covered pretty much the subject of our morning meeting - with a lot of background on his thinking and covered his offer of UN to Moynihan (which Shultz thought was a true master stroke). They reviewed their Domestic Council meeting yesterday, and general rundown of Cabinet.

      Quite a bit on Agnew - as President revealed he has a lot more doubts than he has expressed before. Still convinced he's a major asset - but feels he really makes the wrong approaches sometimes. Ended up that we should discuss the problem and come up with basic recommendation for President as to exact role of Agnew and how to implement it - which President will then cover with him.

      This led to strategy versus Congress. Group felt it was too early for an all-out attack - by VP or anyone else, and especially President. Did feel President's digs at Congress in speeches, etc., were good and should be kept up, but don't want to open all-out offensive this far ahead of elections. Mainly because we can't sustain the interest.

      Got word on boat of conservative victory upset in Britain - also from Blount of postal reform through House. Both good news, plus Senate plan to pass new Byrd amendment which is better than the first one they defeated. President especially pleased about Britain. Had me ride back in car with him, and talked about how this discredited pollsters and press.

    • 328. Backchannel Message From Colonel Jonathan Ladd to the President’s Deputy Assistant for National Security Affairs (Haig) , Phnom Penh, June 18, 1970

[text not declassified] In a telephone conversation on June 18 at 6 p.m., the President told Haig to initiate actions to get additional South Vietnamese forces engaged in Cambodia, open up Route 1, and get a Thai regiment to Cambodia. Haig told the President that he had received a message from Ladd. Nixon asked: “Is he on the job and working?” Haig responded that Ladd was “going to start screaming for shipments. For stuff they need for psychological reasons.” Nixon stated: “If they need trucks and armored vehicles, get them in there. Just get them in there. There are certainly plenty of them over there. I hope he realizes what we expect of him. Needle the hell out of him.     • 90. Memorandum From the President’s Assistant for National Security Affairs (Kissinger) to President Nixon, Washington, June 18, 1970

      Source: National Archives, Nixon Presidential Materials, NSC Files, Box 683, Country Files, Europe, Germany, Vol. V. Confidential. Sent for information. In a June 15 memorandum to Kissinger, Sonnenfeldt explained that he had done a report on the state elections “in the form of a memorandum for the President, should you care to forward it.” (Ibid.) A stamped note on the memorandum indicates that the President saw it. According to another copy, Hyland drafted the memorandum on June 15.       The Department requested posts to communicate U.S. sea law positions to host governments and solicit responses. The Department also addressed confusion about two parallel, but separate initiatives, one dealing with uses of the seabed, and the other concerning the regime for of the waters above the seabeds.

      The Department instructed Ambassador Farland to inform Pakistani President Yahya about President Nixon’s decision on arms supplies for Pakistan.
