The material is presented in chronological order, and the dates shown in the headings are the dates of the documents or events. In instances when the release date differs from the date of the document itself, that fact is shown in the text note.
To ensure accuracy, remarks have been checked against audio recordings (when available) and signed documents have been checked against the original, unless otherwise noted. Editors have provided text notes and cross references for purposes of identification or clarity.

Ambassador Meyer met with Indian Ambassador Kaul to discuss the U.S. Government’s position on Indian debt rescheduling. Kaul pressed Meyer for a more definite declaration of availability of future U.S. aid to India, noting that the current vagueness of U.S. intentions would hamper India’s ability to construct its fifth five-year economic plan. Meyer indicated that he believed the U.S. would rule in favor of extending future aid to India.

Summary: In a conversation with Facio, Vaky sought the revocation of Vesco’s travel documents and noted the U.S. Government was aware that Vesco was in possession of a Costa Rican diplomatic passport. Facio acknowledged Vesco had obtained a diplomatic passport through Figueres.

In telegram 124051 to San José, June 25, the Department informed the Embassy of its position that the Costa Rican Government should restrict all of Vesco’s travel documents upon the issuance of an arrest order against him. (Ibid.) Telegrams 2059 and 2115 from San José, and telegram 1117 from Nassau were not found.

Summary: This estimate assessed the current situation in Chile, focusing on Allende’s continuing efforts to consolidate power. It made significant predictions for the political climate in Chile over the next two years and argued that Allende would continue to implement his populist course, and that the Chilean military would not intervene unless a serious crisis ensued.
