President's Personal File
The President's Personal File is essentially a President's secretary's file, kept by Rose Mary Woods, personal secretary to the President, for two purposes: (1) preserving for posterity a collection of documents particularly close to the President, whether because he dictated or annotated them, or because of the importance of the correspondent or the event concerned and (2) giving appropriate attention–letters of gratitude, invitations to White House social events, and the like–to members and important friends and supporters of the Nixon administration. This generalization does not describe all the varied materials of a file group which is essentially a miscellany, but it does identify the reason for the existence of the file group's core. Summary: This directive implemented policies toward Latin America announced at the Mexico City and Washington conferences.

Also sent to the Director, OMB and Counsellor to the President for Economic Policy. In a May 21 memorandum to Scowcroft, Low outlined minor revisions made to an earlier draft of the NSDM. (Ibid., NSC Miscellaneous Files, Institutional Materials, Box 1068, NSC Institutional Papers—June 1974, 6 of 10) In a June 6 memorandum, Low asked Scowcroft to sign off on the NSDM, noting Kissinger had twice approved the substance of the document and Nixon had reviewed it. 17. Memorandum From Stephen Low of the National Security Council Staff to the President’s Deputy Assistant for National Security Affairs (Scowcroft), Washington, June 10, 1974
Summary: Low reported that Nixon and Ambassador Hill discussed the possibility of a Perón visit to the United States and the security of Embassy personnel in Argentina. Nixon also expressed his strong objection to waiving a prohibition on assistance to countries with vessels engaged in trade with Cuba in order to permit a continuation of aid to Argentina.

Hill was requesting a waiver of Section 620 (a) (3) of the Foreign Assistance Act of 1961 (75 Stat. 424), which prohibited assistance to countries that allowed their vessels to transport goods to or from Cuba. 54. National Security Decision Memorandum 256, Washington, June 10, 1974
Summary: Kissinger informed the addressees that President Nixon had reviewed the results of the NSSM 195 study and other work undertaken by the Verification Panel and decided that an agreement with the Soviet Union on a threshold test ban could be pursued provided that such an agreement met several conditions. In addition, Nixon directed that the Atomic Energy Commission and the Department of Defense develop a nuclear weapons testing program, which would complete all essential testing above a 100 KT threshold by January 1, 1976.
