Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.     • 10. Letter From President Nixon to Soviet General Secretary Brezhnev, San Clemente, July 18, 1972

      Source: National Archives, Nixon Presidential Materials, NSC Files, Box 494, President’s Trip Files, Dobrynin/Kissinger, Vol. 12. Top Secret. A handwritten note at the top of the letter reads: “Delivered by hand to Sov. Embassy 1:45 pm, July 19, 1972.” Haig, who drafted the letter, wrote in a July 13 note to Kissinger: “Henry: I have included the items you asked for in a new redraft: (a) moved the European issues to the smorgasbord portion at the beginning of the letter, (b) made special reference to your Moscow visit and included reference to the Middle East and the nuclear field in conjunction with that visit, and (c) made special reference to Dobrynin’s discussion with the President and the special channel.” (Ibid.)

    Oceans Policy

    • 434. National Security Decision Memorandum 177, Washington, July 18, 1972

      The President amended the instructions for the U.S. delegation to the July-August meeting of the UN Seabeds Committee (acting as the Preparatory Committee for the 1973 Law of the Sea Conference). He amplified the importance of gaining international support for U.S. positions on exploitation of marine resources, determining territorial sea boundaries, and free transit in international straits.

Copies were sent to the Secretary of Transportation and the Director of Central Intelligence. Section A, Recommendation 3 of the June 20 report (see Document 433) stated: “Propose that the LOS treaty provide that state aircraft, exercising the right of free transit provided for in the U.S. straits proposal, (a) will respect International Civil Aviation Organization (ICAO) standards, recommended practices and procedures as they apply to civil aircraft over the high seas, provided that they shall not be required to do so in special circumstances of operational necessity, and (b) will at all times operate with due regard for the safety of navigation of civil aircraft.

    The Horn

    • 330. Memorandum From Fred Rondon of the National Security Council Staff to Richard Kennedy of the National Security Council Staff, Washington, July 18, 1972

      Rondon recommended killing the NSSM 115 study as the Eritrean Liberation Front (ELF) had quieted down, Kagnew had been reduced from 1,500 to 900 personnel, and arms modernization had proceeded despite Military Assistance Program (MAP) cuts.

Attached, but not published, was a July 18 memorandum to Jeanne Davis from Rondon and Kennedy, initialed by both, asking her to inform the agencies that NSSM 115 and NSSM 142 were no longer active.

  • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.
