You should use the documents and folders identified below as a starting place, but consult the linked collection finding aids and folder title lists and the collections themselves for context. Many documents to be found this way do not lend themselves to association with specific dates, but are essential to a complete understanding of the material.

      Source: National Archives, RG 59, Central Files 1970–73, POL ISR–US. Top Secret; Sensitive; Exclusively Eyes Only. The meeting was held in the Secretary’s suite at the Hotel Intercontinental. Brackets are in the original. Kissinger arrived in Geneva on December 20, as did Ambassador at Large Ellsworth Bunker who was the alternate head of the U.S. delegation.

    • 62. Action Memorandum From the Assistant Secretary of State for Inter-American Affairs (Kubisch) to Secretary of State Kissinger, Washington, December 21, 1973

      Summary: Responding to Rabasa’s interest in an agreement that would permit large numbers of Mexicans to enter the United States as temporary workers, Kubisch presented a study of the illegal immigration problem and recommended against the reestablishment of a bracero program.

Kissinger approved Option 2 on January 4, 1974. Sent under a December 21, 1973, covering note from Kubisch to Kissinger that indicated the memorandum was based on a study carried out by an inter-departmental working group after Kissinger told Rabasa in an October 4 meeting that the U.S. Government would reconsider its position on the illegal immigrant problem. (Document 61.) Tabs A through G are attached but not published. The draft letter to Rabasa attached at Tab A was sent on January 4, 1974.

    • 196. Memorandum From the President’s Assistant for National Security Affairs (Kissinger) to President Nixon, Washington, December 21, 1973

      Summary: Kissinger sent Nixon a report on the death of Carrero Blancoand analyzed its repercussions for Spain.

Scowcroft initialed the memorandum on Kissinger’s behalf. A stamped notation on the memorandum indicates the President saw it.

  • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.
