    The major stories are:
    -- AP leads: "Conceding he w/held some WG evidence from Hill and his own lawyers, RN made public a t'script showing he authorized attempt to thwart FBI WG investigation"....UPI leads: "RN acknowledged that shortly after WG break-in he acted to slow FBI investigation knowing it'd protect his re-election Comm. and w'held this form Judiciary and Supreme Court."..."RN stunned the country" and caused a "storm" in DC, led NBC...."The Nixon Presidency is virtually being overtaken by events," led CBS, citing resignation calls and RN statement.....Also led ABC w/13-17 mins. on all shows.

    -- All nets noted RN acknowledged info may further damage his case, that he accepted full responsibility and apologized w/deep regret for keeping data from lawyers, Hill and public, and that he regards impchmnt as foregone conclusion. But, all shows also noted, RN doesn't feel the evidence in its entirety or in perspective justifies extreme step of impchmnt and removal.

    -- T'scripts show RN was aware of WG connection w/campaign and CRP financing and that CIA was being pressured to set up a cover, said ABC....RN was aware of plan to use CIA as cover for his campaign workers, said NBC....Whether it's smoking pistol or just a potential problem is being left to Senate, said CBS....All nets quoted same section from t'script where HRH said FBI was getting into problem areas and RN told him to get CIA to tell the FBI to "stay the hell out." CBS focused on concern over CRP money links; ABC/NBC noted RN concern w/Hunt and all that he knew.

    -- UPI leads: "VP, the man who'd succeed RN if he were removed, took himself out of impch debate and indicated there'd be trial in Senate." As noted by ABC/CBS, VP said "public's no longer served by my expressed belief that, on basis of all known to me and public, RN's not guilty of impchble offense.... Inasmuch as add'l evidence is forthcoming...I intend to respectfully decline to discuss impchmnt..." Jones of CBS saw the new t'scripts as giving VP all he needed to "jump ship" and to "abandon his defense."

    -- RN's hard core on Judiciary were as "angry and hot as molten steel," said CBS....Impact was "devastating" on them, said NBC. They reacted w/"shock and dismay."...Conable was angry, said ABC, but the angriest were those on Judiciary who'd gone down the line for RN....RN's admission hit Hill like a "bombshell" and sent some of his loyalists "scrambling for cover and new positions," said CBS....Moved to tears, Wiggins on ABC/CBS film said time has come for RN's "magnificent public career" to be "involuntarily terminated." As also noted by NBC, RN's strongest Judiciary backer said RN must resign or be impch'd and Wiggins would vote fur that if necessary....Latta, Sandman, Mayne, Maraziti also changing their views.

    -- RN's "damaging admission" is seen by "many," said NBC, as a decisive turning point....On ABC/NBC, John Anderson said RN seems to concede he covered up for CRP -- the very heart of Article I. RN's own words seem to convict him.....RN misplaced loyalty of his strongest supporters, said Conable on ABC. And on NBC, he said it's tough to put your loyalty in someone who abuses it. He called for orderly transfer of power to VP via resignation or impchmnt...."Shocking" said Rhodes as noted by ABC/NBC. And he wants a quick House vote on this "tragedy."

    -- On all nets, film of statement earlier in day by Griffin: "Both Natl and RN's own interests would best be served by resigning...It's not just his enemies who feel that way, but many of his best friends -- and I consider myself one of them." Griffin noted this'd be "awesome" and "very difficult" decision but he feels RN will step down.

    -- Temporary demarcation of C-F lines and buffer zones reached, noted all nets, but heavy fighting continued. ABC film on the Turk consolidation to point where 200 sq. miles around Kyrenia is a "virtual Turk province" and CBS w/3 mins. of the haggling and niggling, etc. between Greek Cypriots and Turks over who holds what areas, etc.

    -- Rooftop parking deck of a Miami bldg collapsed, dumping tons of rubble and cars into offices of Federal Drug Enforcement Admin and killing at least 3 persons w/5 still missing. Film on all nets.

    FOREIGN AFFAIRS
         CBS AM's Dunning from Tokyo said RN wants to go to Japan but Govt is trying to politely prevent his coming. While publicly saying WG and Impcht are strictly domestic US issues, privately Tanaka's govt is ready to sigh w/relief if RN decides not to come. Fear is that RN would have to meet Emperor and Emperor's aide said it makes him shake to think of the Emperor shaking "dirty hand of RN."
         Kaplan on Today noted Eur. interest in WG was always tempered w/doubt that it'd lead to impcht. Now that impcht is the direction, Europeans have two attitudes: 1) full admiration for a gov't that would dare to judge its head. Not only is impchmnt non-existant in Eur., but in view of its sophisticated society, issue of WG would never have been allowed to affect a man of RN's stature. 2) To view US as puritanical, self-righteous -- and self-destructive -- as issue has been dangerously exaggerated and can only harm US. French lib paper called impcht a "witch hunt." Some Euros. look on RN as most able US leader since WWII and say he's "victim of US naviete." WG hasn't ruined RN's internat'l reputation he remains "embodiment of US power." In Eur, issue would have been dismissed as "political shenanigan . " Europeans have personal sympathy for RN and, said NBC's Kaplan, "he's become something of a hero."
         Ex-Gr. Govt Minister Zigdis charged US and RAK were responsible for overthrow of Makarios. He was in a democratic Govt prior to '67 takeover. He also said US is supporting Turk presence on the island.
         US and 11 other industrialized nations agreed in principle to plan to conserve and share petrol supplies in event of new energy crisis. NBC noted.
         House called for suspension of aid to Turkey if it doesn't halt resumption of opium production.
         Big 3 protest to Moscow of E.Germans interference w/Berlin access routes, noted by NBC.
         Exit visa granted to Soviet writer Nekrasov who's in official disfavor in USSR.
         Indians are dissatisfied w/major weapons from USSR and are turning elsewhere altho there's no indication they're actively considering major procurement from US.
         Ethiopia's junta ordered arrest of Selassie's personal secy. One western diplomat said this "comes as close as the junta can come w/out actually ordering arrest of the Emperor himself."
         Senate For. Relations staff says war in VN likely to continue as long as outside powers support opposing sides. Key to "a real CF" would lie in agreement among US, USSR and PRC for drastic reduction of military aid.
         The Black Order, a rightist extremist group which proclaimed: "Nazism will return for salvation of Italy,'" claimed bombing of the Italian train killing 12 and leading to strikes by millions, NBC noted....5 hurt in Brussels by bombs placed near Spanish concerns. NBC noted.
         RN signed but sharply criticized $22.2B Military bill. RN objected to giving Hill authority ot overrule such decisions providing nuke technology to Israel and Egypt . RN also said: "a number of provisions authorize spending for unneeded equipment and could thus inflate spending unnecessarily when we should recognize need to avoid waste."
         In speech to DAV, VP emphasized patriotism and defense, avoiding direct comment on WG . He had "glowing words" for US role in ME, says UPI. And he said complete amnesty was out of question, drawing prolonged applause.

    ECONOMY
         Scherle said unless drought in MW lets up, Hill will have took emergency disaster loans for beleaguered farmers. "Certainly such steps would be mandatory to forestall catastrophic depression which would wrench US..." Butz noted too many people are panicking in face of drought, but Nebraska Gov Exon said Butz has failed to look at drought info submitted by USDA.
         Jackson said RN's so "crippled" by scandals he can't deal w/financial matters and should form an economic council headed by VP. Jackson said economy isn't hopeless, but RN's problems have rendered him ineffective for ldrshp to curb inflation. And he said central cause of current economic chaos is mishandling of energy crisis by Admin." He wants a "real economic czar."...Reuss (D-Wis) said  OP/Dem economic trusteeship should be named to cure inflation and recession pressures. "W/out an economic philosophy, his advisers in disarray, wrapped up in his own defense, at hopeless odds w/Hill now considering his impchmnt, seen as a lame duck Pres by buracracy, RN no longer controls his own agencies and Depts." Reuss said trusteeship would be similar to one used by FDR in WWII.
         "Economic Problems Challenge US" is #2 story in Monitor w/Strout leading: "WR disarray coincides w/deepening economic uncertainty...Question occurs increasingly: 'Who's minding the store?'"
         "Economic Seers: Most Now Predict Slow Recovery, But Growing Numbers Fear Bust" is Nat'l Observer's lead story....Sindlinger foresees massive layoffs w/unemployment next year at 8-9%, big salary cuts and a Wall St. crash. He told New York: "consumer confidence is perilously low and there doesn't seem to be anything in sight to turn it around." He has sold all of his stocks -- nearly $100,000 worth -- taken most of his money out of banks and put it in a safe-deposit box. "If I didn't act on my own data, I'd be a damn fool." Sindlinger says there's "a hell of a credit crunch ... a lot of problems ... and if something isn't done soon, you're going to have a revolution on your hands."
         Long Beach Press-Telegram story leads: "S.Cal. housing exec who sat in on 3-hour brainstorming session w/RN at WWH left "impressed and reassured w/RN's total knowledge' of the economy." John Crean of Fleetwood Enterprises thought RN "learned very little from us; he's so well versed." Crean indicated RN said there are a lot of things in works we don't know about but will find out about later. Crean had never met RN before and got "impression he's more a businessman than pol." He said RN compared controls to pep pills.
         "Consumers Blame RN" is p. 1 Inquirer head on Gallup's inflation poll w/48% blaming govt..."Wage-and-Price Monitoring Unit Gains Support/RN Plan Has Bipartisan Hill Backing" tops WSJ account.
         "RN to Tolerate 6% Unemployment" is #2 Sun over Rush/Simon interviews...."Simon Bars Shift in Fiscal Policy, Backs Jobless Aid/Says Rise to 6% Unemployment Wouldn't End Restraint" is #4 in NYT...."6% Jobless Rate Forecast/Aide Blames Inflation Fight" tops 5-col head on p.3 Inquirer....Jobless Rise Predicted/Rush Discounts Panic" is #3 Star...."Pay-Price Lids Ruled Out By RN Aide" tops NY News story on Rush interview.
         Bentsen, Chamber's Booth and USW's Abel will appear on ABC Special Tues at 7:30 pm to respond to RN's economic speech.
         Prime unchanged by 1st Nat'l of Chicago, noted ABC which also reported Kuwait and Saudis to buy some US bonds.
         D-J up 7.82 to 760 on 11.2M vm.

    OTHER DOMESTIC AFFAIRS
         Electrical Workers called tentative agreement w/Bell inadequate and went on strike at Western Electric plants, ABC noted. Settlement provides 36% hike in wages/benefits over 3 years.
         Ways and Means to "write health insurance bill from scratch" instead of using one of proposals as main vehicle for action, Ullman said.
         Labor Dept said BLS merely collects data on private salaries at request of others who use it to determine whether civil service workers should get pay raises. It said "BLS doesn't participate in pay adjustment process" beyond providing results to 0MB and CSC. This in response to UPI story about GAO report that said workers benefited unduly from procedures now used.
         Rock Springs, Wyo. has become a boom town again w/ search for energy, said NBC w/film noting problems of crime, prostitution, overcrowding have accompanied the increased payroll and causing people to wonder if the "good old days" were all that good.
         NY state suffered 1st population decline in history and was only state to decrease in size last year....Reasoner commented on decline of cities, especially the "desert" they've become after dark, as he rapped business for making them too cold, too dangerous and too expensive.
         Carrasco died of single bullet in apparent suicide pact w/ a fellow rebel con....CBS noted. Film of hostage funerals on both ABC/CBS w/ note that families and clergy are in no way critical of officials.

    ADMIN/RN STATEMENT
         "More GOP Leaders Say They Want RN Out Now" is Monday Monitor lead...."RN Calls Staff Together in Seclusion" led Inquirer....Also led Post: "RN Calls Top Aides to CD/New Statement Indicated."....It's #2 in NYT: "RN Calls Aides in Possible Move on Impchmnt"....Also p. 1 Sun: "RN Calls JSC, Top Aides and Writers to CD" Banners p . 2 of NY News: "RN Calls a Huddle w/His Top Aides"....Story also led CBS AM.
         UPI leads: "RN admits he kept Hill, Courts, public and his own lawyers in the dark about efforts to slow FBI investigation of WG."
         Rather said RN acknowledged he's known info for 3 months which his lawyers, his staff and public haven't....Brokaw said RN recognized his potential problem in spring, but didn't tell anyone, thus case has proceeded on basis of incomplete, erroneous info....RN admits contradictions w/his own past statements, noted ABC w/ clip of chopper arrival from CD....Tho over a yr. ago, RN cited nat'l security as reason to limit probe, he now concedes "I was aware of advantages this would have w/respect to limiting possible public exposure of involvement by persons connected w/CRP." NBC noted.
         RN acknowledged he has no always given the straight story to public, said CBS....Rather noted t'scripts precede by a week JNM's departure and follow by 3 days the "mysteriously erased" 6/20 RN/HRH talk....RN has denied cover-up knowledge til 3/73, noted ABC's Bell, but t'scripts of 6/72 show talk re: limiting exposure of campaign aides. CBS noted RN knows of "not other major inconsistencies w/what I have previously submitted. While I've no way at this stage of being certain there'll not be others, I've no reason to believe that there will be."
         UPI says new t'scripts "show same pattern of incomplete sentences, wandering thoughts, interruptions and deletions as the earlier versions." They're dotted w/frequent unintelligibles, said ABC.
          CBS recalled that RN's 1st detailed defense -- 5/22/73 -- had claimed no intention of impeding WG probe. And CBS also ran 4/29/74 clip of RN w/ t'scripts saying "these tell it all." RN admits that was untrue, said Graham and attributes error to his speaking from memory...Cover-up originated w/JNM, not Dean as WH claimed, noted NBC, and RN personally and knowingly approved.
         NBC noted RN said to HRH: "Don't lie to CIA to extent to say there's no involvement. But say this is a comedy of errors, w/out getting into it. The Pres. believes it's going to open up whole Bay of Pigs thing again." Play it tough, said RN w/ NBC closing by noting his view that Derns have done same thing.
         AP's Shaw leads: "During wkend at CD, RN weighed option of resigning rather than facing a trial, a WH official said. RN rejected it because he didn't want to set a precedent for a Pres. being driven from office and decided instead to fight on.'"
         Cormier begins a 1500-word AP advance: "Once hailed as a political miracle worker, RMN has seen his election triumphs reduced to ashes, leaving many wondering if he really did have that sure touch for politics. How could a srnart pol permit WG, which seemed safely consigned as a footnote to history in early '73, to mushroom into most shattering disaster ever to overtake a US Pres? Some questioned RN's credentials as a master pol even before WG, "says Cormier, recalling the big "RN miracle, of '68 against a Dern hobbled by close assn w/an unpopular LBJ, hardly offered proof that winner RN was a pol w/a sure touch. And the "cautious RN frittered away his enormous advantage as campaign progressed....Similarly, RN appeared to toss away an excellent opportunity to win in '60."
         AP leads: "Like the relentless blows of a jackhammer, events have cracked and finally demolished RN's hopes for escaping impchrnent. Now, only resignation remains as alternative to trial by Senate. Latest blow was struck by RN himself when he disclosed he'd w/held evidence from his own lawyers, from Hill and from the American people."
         UPI's Marden leads: "RN seems to have given Hill no choice but to censure or impch him and one reading of his statement is that he's asking for censure" by saying impchrnent's too extreme.
         UPI says Buzhardt and St. Clair came out of Hill briefings "depressed and grey-faced." On CBS film, JSC had "no comment."...Later he said he had "no intention of resigning."
         Cormier continues: "Even as Pres, and quite apart from WG, RN's political acumen was not above challenge despite his easy '72 re-election...He never was able to generate public fervor for a broad package of domestic initiatives...He had better luck in staking out positions on emotional issues that appealed to segments of his core constituency -- opposition to busing and support for federal aid to parochial schools. In foreign affairs, RN influenced voters in a way he couldn't manage in domestic policy. He showed finesse, and perhaps a good sense of timing, in working w/ HAK..."
         ABC noted RN took cruise w/his family. AP says this came "after he shook DC w/his latest disclosure."

    HILL REACTION
          Both parties were caught by surprise, said ABC and the reaction was swift and not favorable to RN. All agreed impchmnt's foregone. GOP was stung. O'Neill foresees "tidal wave" for impchmnt....RN  statement seen by NBC as giving up on House, hoping to limit damage in Senate....RN's fight in House is dead, said CBS, and it's increasingly uncertain in Senate.
         A "stunned" Conable feels it's all over, said ABC. He sees overwhelming support for Article I and will vote for it himself. On ABC he said he hoped it was clear he was angry. He believes in RN programs, but they can be saved if RN's not honest .... "I guess we've found the smoking gun," Conable said.
         UPI leads: "RN's confession he'd w/held damaging evidence from Judiciary got at least 9 of 11 GOPs who voted to acquit him on obstruction of justice charges to say they were reconsidering their actions and many would change their votes."
         Dennis said t'scripts provided "1st hard evidence" RN was personally involved in cover-up. "If he doesn't resign, I'll vote to impch." Dennis said "it's a tragic situation, but no longer defensible."
         Sandman reassessing his position to make announcement Tues. "This is obstruction of justice, and that's impchble offense." NBC noted. He called it "devastating" and said it changed his vote, said CBS/ABC.
         McClory "probably" to "vote yes on Art. I." He too said RN should resign. "I'll take a stand for impchmnt," said Smith (R-N.Y.)
         UPI leads: "RN statements cost him vote of man holding his old Hill seat, Wiggins." UPI noted "he was struggling for composure when he issued statement expected to have profound effect on House, calling for resignation." AP also notes, as was clear on nets, that Wiggins read his statement emotionally w/obvious difficulty.
         Wiggins got the word Friday and told AH/JSC "the material had to be released." It was extremely damaging and they ought to be considering possible resignation. I said it was a bombshell. It established a count of obstruction of justice. This was a significant and important omission, the very fact that all of these subsequent public stories were put out" that RN was innocent of cover-up. He said he wasn't bitter toward RN, but UPI says his demeanor was that of a man whose trust in a person had been betrayed.
         Wiggins on CBS and as noted by NBC said "this isn't time for RN to meet w/attys to plan for his defense in the Senate. It's a time for RN, VP, Chief Justice and Hill leaders to gather in WH to discuss orderly transition of power from RN to Gerald Ford.
         "We're reassessing our position," said Latta. NBC noted. ABC noted he pointed out nobody knew of this evidence. CBS said he feels obstruction could be the charge.
         O'Neill predicted RN would get no more than 75 votes in House. "Confession is good for the soul, but it doesn't save the body in this instance."
         McFall said it was "almost equivalent of throwing himself on mercy of Hill...I don't feel very elated in
    learning RN admits he lied."
         Rhodes said "apparent attempt to use CIA to cover up depth of WG conspiracy is shocking...This makes quick House vote an imperative, in best interests of US." He'll have news conf. Wed....RN's veracity's now at issue, said Rhodes as noted by NBC.
         Albert said: "the most devastating thing you could say is it speaks for itself."
         "There'll be a trial," said Bob Byrd.
         "It's not very good news," said Tower. "I don't know whether it'll change anything up here." He refused to say whether he thought RN should resign. "If I have any counsel for RN, I'll deliver it privately."
          Hugh Scott said "RN took proper action in releasing essential add'l info prior to House vote." He refused further comrnent.
         Dole called development "certainly another problem for RN." Resignation "should be something he's looking at."
         Griffin was "disappointed in decision that's been made" -- that RN seems irrevocable against resignation, CBS noted.
         Bauman says latest revelations are "damaging evidence of strongest kind." He said RN's "quite correct" in saying impchmnt is "a foregone conclusion." He's still reserving final judgment because of mushrooming evidence. "I'll wait and see. The shoes keep dropping."
         DuPont (R-Del) will vote to impch "based on findings of Judiciary plus serious admissions made
    by RN of at least three impchble offenses. Permitting C-I-A to limit scope of F-B-I probe; knowingly w/held info from Judiciary and permitted Comm to conclude delibs based on erroneous info." "RN's action Mon. was the final brick that built the wall."

    VP
         Also left on a swinging limb, said CBS, was the VP. Noted w/his statement was how he's been advised in recent days to retire from the impch debate. And reporter Jones said VP got 1st indication something was to break Mon. aft. He never talked w/ RN about it....Earlier on CBS radio, Jones w/report critical of WH for way VP has been left out of it re: RN phlebitis attack and in the continuing WG developments, eg, CD session Sun.
         And on CBS AM, Jones in New Orleans w/VP noted whether by design or by choice the VP will be out of DC almost all of Aug. Clip of VP/Treen golf game and note that in this atmosphere he can talk about impcht but remarks a Dem MC, We don't talk about impcht w/VP "He flinches when subject is brought up." But Jones noted, question always pops up at news conf. Clip of VP saying situation had eroded and vote in House probably won't favor RN. Jones noted time may come when VP stops saying RN is innocent and he's feeling extreme pressure. Note of VP favoring censure vs . impcht....Quite wide photo coverage in Mon. papers of VP golfing or speaking over the wkend.
         Star's Viorst finds "it bizarre that VP continues" to refer to RN as "innocent" and as "right." The VP "seems to be preparing groundwork for a grant of clemency" to RN. If so, it'll "smell terribly of a
    deal" and while public may not want RN denied his pension if he's convicted, Viorst says its restoration
    should come from a Pres. other than Ford.
         One of the VP's aides has already begun to say out loud: "He's going to be Pres. It's inevitable. And
    he knows it." Thus Kraft reports in New York where he says "the Ford mafia -- Rhodes, Griffin, Ellsworth, Laird -- has begun to take power from the failing grasp of RN." It resembles "a slow-motion coup," says Kraft who sees GOP turning back to M-W while Dems are turning back to their native ground of the South while NY and Calif are out of the running in producing nat'l candidates....The next Dem Pres will be the man who can bring South back to the fold and it just might be a Southerner."

    RESIGN?
         "Griffin to RN: Resign" banners Star...."A strong wave of sentiment is growing among key GOP leaders for VP to take over WH asap," leads Sperling on his latest survey of state chairmen and nat'l comm'men. "There was a waning support among RN loyalists everywhere" in US, including South and rural states.
         Griffin "agonized" over his "painful decision" in Mich over wkend, said ABC's Clark, noting he'd considered urging resignation before but didn't want to appear to be pushing his old friend, the VP, into WH....The #2 ranking GOP, well-regarded in Senate and also respected in House, said NBC's Mackin. And he's influential w/conservatives. Already, Wyoming's "bedrock conservative" Hanson said resignation's "a possibility." And, noted NBC, Dominick said it'd help GOP and RN's retirement, tho he'd not say if he favored it.
         However, noted NBC, Sen. Curtis wouldn't agree at all that RN should resign. Neither Goldwater nor Stennis would comment. But Dole said if "shows how tough things are" and that for GOPs up for election, "VP by Labor Day would ease our workload."...ABC noted no other GOP solons joined Griffin, but w/the "damaging new admission," new calls for resignation are likely.
         Scott said he'd make his position known "at appropriate time...It's been a bad 2 yrs. Whatever I do I'm going to do it not so I can face myself in mirror but so I can face my friends."
         Mansfield said resignation or temporary stepping aside is "matter RN will have to determine. It's not
    for me to say."
         Mansfield called impch moves "an American tragedy...We're simply following const'l process...We've no choice."
         Bob Byrd on ABC said RN should resign "only if he's guilty...There may come time when it's proper, but now it'd leave polarized feeling that RN had been hounded out."
         Cranston said on ABC that RN could be expected only to claim his innocence if he resigns and that'd be wrong as too much remains unresolved.
         AH has been talking w/Eastland, CBS reported and he's been told Senate prospects don't look good. They confirmed they talked, but denied such a description of their talks was accurate.
         Albert said RN shouldn't resign and he's heard of no renewed speculation about giving RN immunity. He had "no feelings I'd care to express about it...Nobody has mentioned to me any such thing...I've had no indications from WH." NBC noted.
         A Goldwater aide said the Sen. "knows absolutely nothing" re: RN's plans. "They're a bit leery of us
    these days and that goes for whole Hill."
         Thurmond said on ABC that if RN's convinced he's innocent, he should "fight it to the last."
         Beall thinks it best if "it goes the Const'l route." But Griffin's call "should cause WR to reassess their
    position."
         Moss feels RN should resign if House votes "by 2-1 or more" to impch. "He'd solve a lot of US problems if he resigned..."
         Re: Nwswk report which put him on WR list backing RN, Harry Byrd says he's not on either side and will make up his mind during trial.
         EMK believes US would best be served by continuation of impch process.
         Stafford feels impchmnt should be continued, tho it might be in RN's own best interest to resign considering pension and allowance he'd lose if convicted.
          Adlai III said RN should turn over his duties to VP til impcht is resolved. He added that Hill should reject attempt to compromise on impcht and that RN shouldn't resign if he feels he's right. "Let Hill decide whether he's fit to remain."
         Dole said if trial goes thru Oct, his Dem opponent (Roy) should be there too. "W/possibility of extended trial, those who're potential jurors ought to be there." But Bob Byrd thinks that goes a little far and said "One could carry that to a ridiculous conclusion...we don't expect it to go over til next yr. Between Nov, and Jan. they'd have ample time to catch up."...McG noted: "I don't think people are going to penalize solons who're here...they'll understand this is something both historic and important....They wouldn't want you out campaigning..."
         Meany said resignation may be quicker road to curing inflation than impcht because of lack of confidence and lack of integrity in RN. Re: labor getting along w/VP , Meany said: "a conservative w/ integrity is far better than what we've today...All I want is to see RN go away." Meany called VP's defense of RN "horrible" but is "willing to take it as political loyalty." He said VP as Pres would have support of unions and "My inclination is to cooperate (w/VP) in every possible way."
         McGrory says RN may resign if he realizes how the 87 hrs. of House debate can only hurt him while simultaneously aiding thru TV the re-election campaigns of "men whom he held of no account." She finds "House enjoying its greatest prestige since J. Q. Adams returned to it after his term as Pres" thanks to TV coverage.

    MORE IMPCH?
         NBC Poll after Judiciary hearings were over found 68% agree w/ Art. I and II charges while 21% disagreed. 66% supported Art. 3 accusations w/ 26% opposed. By 62-31, public favors impchrnnt. And by 50-37, he should be removed. 55% feel RN should resign if impchd. 78% said a pro-impch vote by an MC wouldn't affect their Nov. vote -- indicating no backlash against pro-impch MCs, said Chancellor who also noted decline in RN backing among conservatives in South, plurality of GOPs for impch and stronger support in M-W for impch than elsewhere.
         Senate Rules was overwhelmingly opposed to making major changes in century-old rules that'd govern trial. Cannon noted change "in middle of game" would leave impression "that perhaps we're not being fair."...Sentiment is against writing rules setting forth criteria for burden of proof and restricting role of Burger...Bob Byrd noted Senate "will be sole judge of what evidence it'll admit."
         House ldrs contemplating unprecedented security including virtually sealing off House wing of capitol during impch. proceeds in wake of threats to MCs lives and disruption of floor debate.
         25 MCs showed up at 1st opportunity to hear tapes, tho attendance expected to pick up as MCs return from wkend...NBC/CBS noted the listening w/ Chancellor saying 1 MC felt like he was "eavesdropping on Oval Office.
         Abzug said she's most impressed "W/amount of involvement RN had....I hadn't realized til I listened to them physically how much RN was involved."
         GOPs O'Brien (Ill) and Ketchum (Calif), both uncommitted, said they thought tapes were "inconsequential."
         Rooney (D-Pa), leaning to impcht. before listening to tapes, said he's "absolutely shocked" at what he heard. He added: "RN's involvement in cover-up is clearly there."
         Koch (D-NY) said "It just confirms what I've been hearing from other sources all along...the tawdriness of it. There're a lot of low class people in WR."
         Edwards (R-Ala) said he'd like to vote against impcht. and hadn't heard anything on tapes that changed position. CBS noted.
         Peyser (R-NY) said, "It's damn discouraging when you hear this 1st hand. You begin to realize the conniving, the things you wouldn't think a Pres would be dealing w/." He leans to impch vote.
          Rosenthal (D-NY) said you can sense the coverup by listening, noted CBS....But Dem. Bowen of Miss. said he gained more sympathy for RN, said CBS.
         However, on CBS clip, Horton (R-NY) said he was "appalled" at the language and attitude and there'  also damaging info to be heard....Hush money tape to be played repeatedly Tues., noted CBS.
         Rostenhowski (D-Ill) feels certain all but 3 of Ill. 10 Dems -- including himself -- will vote to impch. He's uncertain. (Trib)
         Impch proceedings may be used by USSR to "put military or diplomatic squeeze on US," noted Stratton (D-NY) who's believed leaning to impch.
         Flowers said evidence is so strong he'd vote for conviction if a Sen. "It's no halfway evidence, no shortage of evidence, no flimsy evidence and it's not circumstantial....this isn't something RN can hang on HRH, JDE, or Dean....it's something RN's responsible for." He also said constituents' opinions wouldn't influence his vote in House.
         "Under censure, RN would be compelled to continue under a cloud which'd surely impair his ability to serve -- just as censure effectively destroyed Joe McCarthy and others who've experienced this form of condemnation," McClory said. "As a GOP move , such a resolution is completely unthinkable -- as it'd serve to align GOP candidates w/a national leader whom GOP MCs themselves, have condemned for misconduct." (UPI)
         Post-Dispatch survey in Hungate's district finds he's apparently done nothing to jeopardize his traditional popularity. His impch votes have been accepted by most as decision of a "principled man"
         GOPs being blamed because their party presided over WG are finding they can get extraordinary credit for voting against the GOP Pres. who'd ordinarily be subject of their fealty," reports Star's Germond. There is intense dissatisfaction among a hard core, as Railsback discovered, "but for all the anger, there was at least as much clear adulation for a pol who'd foun'sd it possible to choose principle over party." Germond reports RN's backers, at least in Railsback district, are a small minority, most of them older people, angry over sins of other pols and at the media. As for Railsback's future, his election will be a referendum on impchment and the polls show there's no way he can lose on that.
         Railsback found neither the pickets nor stone throwers he felt might turn out, said NBC. He made 10 appearances over wkend and "detailed the evidence that led to his anguished decision." On film, he said RN had outstanding record in foreign affairs. Many were hostile in rural area, but one man received applause for voicing view others shared, but were reluctant to state: Railsback's our rep and voted his conscience.
          NBC found things not going so good for anti-impch Mayne. He didn't defend RN, but said case was not clear or convincing. Many feel he voted his conscience. But if he's hurt much in rural areas, he'll be in trouble and Iowans had mixed feelings. Further, NBC said GOP leaders aren't happy and give him less than 50-50 chance if House votes to impch.
         CBS AM and ABC both followed Sandman back to NJ, CBS noting his district was carried by RN w/66% in '72. Sandman, described as everything from gallant to a demogague is supported heartily by Cape May folk and clips of sev'l interviews showed people saying "we love Charlie" and that what he said in hearings is way he really is and the man they support. Clip of Sandman on yacht saying RN will be impchd, but doubts he'll be convicted -- Dems don't want RN out and VP in. They'll opt to leave RN in as lameduck and put who they want there in '76. Sandman previously felt this'd be his last year in House but has decided to run for re-election because "times are critical" and he has too much he still wants to say, noted CBS.
         RN's Mon. statement seems to've pulled rug out from some defenders, said ABC and Sandman's reassessing. Of 10,000 letters, 5-1 are in favor of his Comm. effort. He seems relaxed and claims he wasn't an RN backer as such, but did what he felt was right. He noted a good margin of district approved of his work, tho it's close call on how they feel about impchmnt. Sandman says he defended Constn as he sees it, not RN and, said ABC, he's safer that way as his Dem opponent -- Hughes who barely lost in '72 -- is trying to tie Sandman to RN and focus election on Sandman's defense of Pres. The Dem said issue of Sandman's partisanship is more impt. now than economy.
         "It's impossible to be cynical about what's been going on in DC, least of all the emotion and tension" of Judiciary's hearings, says the oft-cynical Reeves in New York where he focuses on Mann and Butler as he describes "a hell of a month for the good guys" and predicts RN will resign even tho "other Rodinos may be forced to new heights before" that happens . He also credits TV w/causing the Judiciary members to perform so well. But he also raps the distortions of the anchormen commentaries during the hearings and says "ABC was just plain offensive in trying to make the hearings entertaining..."
         "Very worst possibility for conservatives and GOP would be substantial bi-partisan impch vote and then RN's survival in Senate by an Andrew Johnson-type squeaker vote," says Jeffrey Hart. "Politically, RN would be a beached whale" w/ any remaining ldrship capacity virtually gone. And "his huge, rotting political carcass would be only too palpably present, malodorously poisoning the atmosphere" for GOP in '76. "Conservative and GOP cause shouldn't be thus burdened; neither they nor US deserves it,"  says Hart, a frequent RN-backer thruout WG and still acknowledging his deep personal sympathy w/RN' s plight. "RN's undoubtedly been target of most intense campaign of vilification in modern memory."
         Writing on RN's Legion , perhaps some 20M voters, Jack Kilpatrick says "their passionate support of RN can do little for him now; but if it's turned in retribution against such as Butler and Ashbrook, result could be a lib landslide. This is madness" as it can only help labor and Dems." The Legion would lose both the battle and the war."
         Reagan says: "We all disapprove of WG...the actions were incredibly stupid, illegal...immoral...have no part in electoral process But truth is it's kind of ironic GOP should be hung out to dry on shenanigan of this kind when we've been victims of such for 25 yrs." Re: GOP candidates, he noted: "I know we wait each day to see what else is going to fall on our heads...never mind what (Dem) candidates feels about WG. We agree w/him...what we want to know is what does he propose doing about big govt? About social tinkering and social reforms of last 40 yrs? What does he intend to do about all issues that confront people today, including inflation?"

         Reeves of New York says the press must be watched closely, too. It "may be getting too big for its britches." It was clear in the Judiciary press room that" it was us against them -- RN and the boys still on the burning deck." When JSC came on TV, "there was the sharp locker-room laughter of a team listening to the other side's QB, a guy you were about to go out and try to demolish." And there were stories from WWH where press was mocking RZ. Reeves hopes all this passes. "The Press isn't sure it got RN, but it sure is getting him now."

          WCBS-TV fired its new political commentator, John Lindsay, for endorsing Dem. Samuels for Gov. News director said: "We don't feel we can have partisan participation in election night coverage."
          Sun says there'll be "major" federal indictments in mid-Sept. in investigation of Md. political corruption.
         CBS film on low attendance at poorly played NFL exhibitions, growing fan impatience, etc. Talk of players returning w/ threat to walkout in mid-season.
          Mama Cass died of heart attack brought on by obesity, not by choking on food, noted CBS.

    LATE NEWS
          AP leads: "a massive firestorm in Congress threatens to engulf RMN's presidency after he admits trying to prevent FBI exposure of his campaign committee's bankrolling of WG burglary."
         AP leads: "As dust settled after another day of damaging disclosures, RMN stood more isolated than ever from the men who must decide whether he can finish his 2nd term. The beleaguered Pres chose once again to gamble in an attempt to cut his losses w/a dramatic move. And, once again, result was immediate weakening of his position...If a miscalculation, it was only latest in a long series that've plagued RN's efforts to extricate himself from WG scandal." And, AP concludes, "If RN has now lost Wiggins, his final hope for vindication may also prove a miscalculation."
         AP leads: "For a few hours Monday, DC was swamped w/rumors that RN would resign....Newsman, starved for hard info, found clues everywhere: "1) WH aide in position to know what statement would say cancelled luncheon w/outsider at last minute; 2) an ex-WH aide who maintains contact w/mid-level officials said rumor agreed w/theory that RN would soon resign; 3) An Ervin Comm source said resignation rumor was true after checking w/WH; 4) An aide to Aiken rushed out of office w/out telling anyone where he was going; 5) Another ex-WH aide got call from wife saying RN would go on radio at 3:30. He and his boss ran out of their office and down to a car where they could listen on radio to RN become 1st to resign.
         UPI leads: "RN's confession that hew/held damaging evidence swelled pro-impchmnt majority in House and probably increased chances of conviction in Senate trial...Few MCs spoke out in his defense. Ranks of hard-core supporters were left sorrowful, numbed and offended. Their most frequent remark was they were 'reassessing' their positions. For 2 hours, til it adjourned, House buzzed w/ the news. All over the floor, grey-headed men gathered in whispering caucuses of dismay and speculation. Some said impch resolution would've passed on the spot if it'd come to vote at that moment."
         Landgrebe (R-Ind) said RN still enjoyed support of "strong if very minimal numbers." He said defections were "like a mutiny on a ship -- A madness broke forth in House -- Very few of us are standing cool, collected."

    rocks at the Presidency til I read t'scripts and then will announce position."

         Drinan said "this could be the death knell. He's caught now."

      Summary: Kissinger summarized interagency views concerning restraints on environmental modification for warfare purposes. He noted that at the Moscow summit Nixon had agreed to begin discussions with the Soviets in order to “explore the problem and what steps might be taken to bring about effective restraints.” Kissinger recommended that Nixon approve a draft National Security Decision Memorandum instructing the National Security Council Under Secretaries Committee to prepare a “scenario and approach” for discussions with the Soviets, to begin in October.
