  • Each Public Papers of the Presidents volume contains the papers and speeches of the President of the United States that were issued by the White House Office of the Press Secretary during the time period specified by the volume. The material is presented in chronological order, and the dates shown in the headings are the dates of the documents or events. In instances when the release date differs from the date of the document itself, that fact is shown in the text note.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.     • 35. Memorandum of Conversation , San Francisco, California, August 21, 1969, 4:15-6:15 p.m.

      Source: National Archives, Nixon Presidential Materials, NSC Files, Box 1023, Presidential/HAK MemCons, Memcon—The President and President Pak (Korea). Top Secret; Eyes Only. The meeting was held in the St. Francis Hotel. President Park also made a speech to a Korean-American association at the Presidio in San Francisco earlier on August 21, but the primary purpose of his visit was to meet with President Nixon. This memorandum is attached to an undated memorandum from Lake to Kissinger summarizing the meeting and another one on the morning of August 22. Lake stated that President Nixon indicated he would take the following actions: “to inform the Koreans in advance of the time and number of U.S. troop withdrawals from Vietnam, to study sympathetically MAP, military assistance, and other Korean proposals, to plan to encourage more U.S. private investment in Korea, to help the Koreans with surplus agricultural products, to reappraise the Export/Import Bank’s limited capital so as to probably increase it, to talk with General Bonesteel about more fighter planes for Korea, and to visit Korea during his term of office.” (Ibid.)

    • 109. Letter From the Director of the Arms Control and Disarmament Agency (Smith) to Secretary of State Rogers, Washington, August 21, 1969

      Smith articulated his thoughts on the new Soviet draft treaty to Rogers, noting that the Soviets embraced the U.S. emphasis on denuclearization over demilitarization and that the Soviet draft was indicative of the new “era of negotiation” the Nixon administration was working to cultivate. Smith then conducted a thorough, comparative analysis of the U.S. and Soviet proposals.

    Nigerian Civil War

    • 107. Memorandum From Roger Morris of the National Security Council Staff to the Presidentʼs Assistant for National Security Affairs (Kissinger) , Washington, August 21, 1969

      In anticipation of the Presidentʼs meeting with Secretary of State Rogers on August 22, Morris provided Kissinger with a copy of Newsomʼs briefing memorandum for Rogers for the meeting, in which Newsom recommended immediately launching a full-fledged peace probe that Morris considered heavily weighted toward the Federal side. Morris recommended that Kissinger advise the President to pursue a serious peace probe but on a more even-handed basis and with White House participation.

Secret; Sensitive. Sent for action. The attached memorandum from Assistant Secretary of State Newsom to Rogers, was classified Secret. The Presidentʼs Daily Diary indicates that a meeting between the President, who was at the Western White House, and Rogers did not take place on August 22 nor did they meet before the end of the month. The President and Rogers talked by phone on the evening of August 28.

  • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.
