Fitzsimmons, Pat Greathouse, Peter J. Brennan, George P. Shultz, Herbert Stein, and Donald H. Rumsfeld, met in the Cabinet Room of the White House at an unknown time between 11:24 am and 11:32 am. The Cabinet Room taping system captured this recording, which is known as Conversation 111-001 of the White House Tapes.
