    Following is a listing of items of general interest which were announced in the press but not made public as formal White House press releases during the period covered by this issue.     • The President breakfasted with Republican Congressmen who served for the first time in the 90th Congress.
    • Members of the Citizens Committee for Peace with Freedom in Vietnam met with the President at the White House.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.     • 92. Memorandum From the Chairman of the Joint Chiefs of Staff (Wheeler) to Secretary of Defense Laird, Washington, November 6, 1969

      Source: National Archives, Nixon Presidential Materials, NSC Files, Box 351, Subject Files, Exercise High Heels—69. Top Secret; Sensitive; [codeword not declassified]. A stamped note indicates that Laird saw it on November 10. Pursley forwarded the memorandum to Haig under a covering memorandum of November 10 that reads as follows: “Secretary Laird asked the Chiefs to evaluate the recent ‘Military Readiness’ exercise. Attached is General Wheeler’s report. Secretary Laird felt Dr. Kissinger would find the report interesting.” (Ibid.)

    • 32. Telegram 4196 From the Embassy in Israel to the Department of State, Tel Aviv, November 6, 1969, 1320Z

      The Embassy reported that Rafael had told the DCM that Israel would participate in a three-way exchange with Syria and Egypt, conducted through the ICRC, to resolve the TWA Flight 840 hostage incident. He stressed the need for secrecy to avoid public debate in Israel.

    U.S. Policy Towards International Production and Trafficking in Illegal Drugs

    • 150. Memorandum From the President’s Assistant for Urban Affairs (Moynihan) to President’s Assistant for National Security Affairs (Kissinger) , Washington, November 6, 1969

      Moynihan was critical of the task force report on heroin prepared by the Department of State, and suggested that he be sent as an envoy to the Presidents of France and Turkey.

Moynihan added a postscript noting that “Turkey was co-pilot’ with USA on air pollution” in the NATO Committee on Challenges of Modern Society and that “Ingersoll should accompany me.” Haig wrote the following note at the bottom of the page: “Haig discussed w/Moynihan 6 Nov. He agrees with HAK psn that he not be US negotiator or Rep & that we pursue as outlined. AH”

    • 151. Telegram 188129 From the Department of State to the Embassy in Turkey, Washington, November 6, 1969, 0004Z

      The Department transmitted a message from President Nixon to Turkish Prime Minister Demirel that expressed concern about international heroin trafficking and its domestic effects within the United States.

    • 37. Memorandum From Helmut Sonnenfeldt of the National Security Council Staff to the President’s Assistant for National Security Affairs (Kissinger) , Washington, November 6, 1969

      Sonnenfeldt forwarded the memorandum of U.S. Arms Control and Disarmament Agency Director Smith’s October 30 conversation with Soviet Ambassador Dobrynin on NPT and expressed concern about holding a joint U.S.-Soviet NPT deposit ceremony with, as Dobrynin put it, “full publicity.”

    • 135. Memorandum From Roger Morris of the National Security Council Staff to the Presidentʼs Assistant for National Security Affairs (Kissinger) , Washington, November 6, 1969

      Morris recommended against a harsh Presidential statement condemning Biafra for its failure to implement daytime relief flights. He wanted Under Secretary of State Elliot Richardson to issue a mild statement to preserve an impression of balance and fairness.

    • 136. Memorandum of Conversation , Washington, November 6, 1969

      Edward Kinney of Joint Church Aid U.S.A., Inc. (JCA) reported on talks with the Federal Military Government (FMG) and Biafra on JCA daylight flights. The Nigerians were more interested than the Biafrans, but he was not optimistic of a favorable result.

  • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.
