The Office was announced in Executive Order 11583 on February 24, 1971. Its function was to not only advise and represent the President on matters of consumer interest, but also analyze and coordinate the implementation of all Federal activities in the field of consumer protection, helping to establish priorities and resolve conflicts, and recommending ways in which governmental consumer programs could be made more effective.

Knauer remained head of the OCA after it was absorbed by the Department of Health, Education and Welfare (HEW) in 1973.
