      Saturday, September 27.

At Camp David. Morning meeting with Governor Rockefeller about his Latin America report. President very pleased with his blast at Goodell on Thursday. In afternoon a political session with House and Senate Leaders, Whips and Campaign Chairmen, plus Morton, Dent, Harlow, Nofziger and Buchanan. President in great form as he cranked them up to get out and hit hard on the offensive. Then gave them insight into Vietnam plans - long discussion of October 15 plans and our need for counter-action. Pointed out in Vietnam the enemy misjudges two things - the time (President still has three years and three months), and the man (he won't be first President to lose a war). Emphasized importance of the next sixty days (first said thirty), need for unity, have to take the President's assurance that we know what we're doing.

Regarding October 15, says they are prolonging the war by this attack, because our only hope for negotiation is to convince Hanoi we are ready to stay with it

He agreed to do some campaigning for Virginia and New Jersey Governors, and is obviously anxious to get out to some rallies, etc.

Really pushed for the party group to rally round, and it was a very good meeting - really positive for the first time.

During political meeting President staged a phone call to Kissinger – who was meeting at Dobrynin. Told Kissinger to tell Dobrynin that train had pulled out of station. Dobrynin said he hoped he meant the plane had taken off because plane can change course. Kissinger said the President is very meticulous in his choice of words and he specifically said train.
