    Following is a listing of items of general interest which were announced in the press but not made public as formal White House press releases during the period covered by this issue. Appointments requiring Senate approval are not included since they appear in the list of nominations submitted to the Senate, below.

    • The President greeted William Passmore of East Chicago, Ind., Handicapped Man of the Year, in the Rose Garden at the White House.
    • Roy Jenkins of Great Britain, Chancellor of the Exchequer, paid a courtesy call on the President.
    • Deputy Prime Minister Pak Chung Hun of Korea met with the President.
    • Seven-year-old Rosemary Woods of Chicago, Ill., cystic fibrosis poster child and niece and namesake of the President's private secretary, accompanied by her parents, met with the President in the Rose Garden.
    • The President is announcing the reappointment of Harold Russell of Wayland, Mass., as Chairman of the President's Committee on Employment of the Handicapped.
  • Each Public Papers of the Presidents volume contains the papers and speeches of the President of the United States that were issued by the White House Office of the Press Secretary during the time period specified by the volume. The material is presented in chronological order, and the dates shown in the headings are the dates of the documents or events. In instances when the release date differs from the date of the document itself, that fact is shown in the text note.

    To ensure accuracy, remarks have been checked against audio recordings (when available) and signed documents have been checked against the original, unless otherwise noted. Editors have provided text notes and cross references for purposes of identification or clarity.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973. According to the President’s Daily Diary, the meeting lasted from 10:37 to 11:25 a.m. (National Archives, Nixon Presidential Materials, White House Central Files, President’s Daily Diary) The Diary does not record Ambassador Freeman and Bergsten as attendees, but does list John Harris, an aide to the Chancellor.

    • 64. Memorandum From the President’s Assistant for National Security Affairs (Kissinger) to President Nixon, Washington, May 1, 1969

      Source: National Archives, Nixon Presidential Materials, NSC Files, Box 182, Paris Talks/Meetings, Paris Talks, Memos and Miscellaneous/Memcons, Vol. III, 4/5–69. Secret. Sent for information. A stamped note on the memorandum indicates the President saw it. Attached but not printed was a retyped and undated INR Intelligence Note entitled, “Hanoi Adopts Moderate Tone in Paris.” In an April 30 memorandum to Kissinger, Sneider informed him that Lodge wished to make a proposal using the DRV’s Four Points of April 8, 1965, at the next private session in Paris as a means of getting a dialogue going. (Ibid., Box 181, Paris Talks/Meetings, Private Meetings, March–December 1969) In a second memorandum of the same date Kissinger informed the President that at the Paris Plenary session of April 30, despite a “comprehensive attack on U.S. policy in Vietnam,” the DRV clearly wanted the United States to explore the NLF’s offer made on March 20 to talk with “other parties,” to address the DRV’s Four Points, and hinted that they might be willing to work within the GVN’s constitution if it was revised. The meeting was held at the White House. According to the President’s Daily Diary, the meeting was held from 11:29 a.m. to 12:26 p.m. (Ibid., White House Central Files) This memorandum is attached to a May 10 memorandum from Jeanne W. Davis to Lawrence Eagleburger indicating that Kissinger approved the memorandum of conversation with the stipulation that it could be distributed within the Department only on a Nodis basis. Deputy Prime Minister Park Choong Hoon also met with Rogers on April 28.     • 20. Memorandum From Helmut Sonnenfeldt of the National Security Council Staff to the President’s Assistant for National Security Affairs (Kissinger), Washington, May 1, 1969

      In this memorandum, Sonnenfeldt briefed Kissinger for the Under Secretaries Committee meeting scheduled to take place that afternoon that was to review an options paper prepared by ACDA on the NPT ratification. Sonnenfeldt attached the options paper for Kissinger’s consideration.

    • 21. Journal Entry by the Chairman of the Atomic Energy Commission (Seaborg), Washington, May 1, 1969

      In this office diary entry, Seaborg recounted the discussion of the NPT at the May 1 Under Secretaries meeting. The Commission focused on easing German concerns, creating a strategy for depositing the ratification at the most advantageous time, and the status of other nations with regards to the NPT.

    Eighteen-Nation Disarmament Committee; Seabed Arms Control Treaty

    • 93. Memorandum From Secretary of Defense Laird to President Nixon, Washington, May 1, 1969

      Laird indicated that the Defense Department did not favor a seabeds treaty; however, it suggested language for a treaty should the President decide to move ahead on it. The memorandum cautioned the President to take a “restrained and conservative” approach.

    Haiti

    • 382. Intelligence Note From the Director of the Bureau of Intelligence and Research (Hughes) to Secretary of State Rogers, No. 334, Washington, May 1, 1969. , Washington, May 1, 1969

      The Bureau of Intelligence and Research (INR) reported that in an apparent effort to win a resumption of aid from the United States, President Duvalier had “cracked down” on Haitian Communists. According to INR’s analysis, “the communists in Haiti are few in number and constitute no real threat to the regime.”

  • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.
