Scope and Content Note

Subject file category TR contains material pertaining to trips planned or made by the President, both within the United States and abroad. This is not, however, a complete, comprehensive file on the topic, as is further explained below. Included are invitations, schedule and event proposals, itineraries, logistical and transportation arrangements, post-trip thank you letters, and correspondence reflecting public reaction to trips made.

Principal correspondents in the TR category include the President and those White House staff members whose functional or topical policy responsibilities involved them in preparation for Presidential trips. Included are staff communications and correspondence from H. R. Haldeman, Dwight L. Chapin, David N. Parker, Lawrence M. Higby, Ronald H. Walker, Henry Kissinger, Alexander M. Haig, John D. Ehrlichman, Charles W. Colson, Ronald L. Ziegler, Herbert G. Klein, Rose Mary Woods, Emil Mosbacher, Noble Melencamp, Roland L. Elliot, and Michael B. Smith. Because the President's trips throughout the United States and the world elicited a great deal of public response mail, most of the non-Governmental correspondents are members of the general public. However, there are also many well-known figures among those writing in, especially in response to the President's foreign travels: Kirk Douglas, Jack L. Warner, Theodore H. White, Sol Hurok, Al Smith, Pearl S. Buck, Alvin "Pete" Rozelle, Bowie Kuhn, George Allen, Len Dawson, Norm Van Brocklin, Barnee Breeskin, Ruby Keeler, Bobby Van, Frank Sinatra, Van Cliburn, Yehudi Menuhin, Isaac Stern, and Jane Wyman. Foreign travel files also reflect thank you notes to or from foreign leaders such as Chou En-lai, Mao Tse-tung, Leonid Brezhnev, Shah Mohammad Reza Pahlavi, Pope Paul VI, Queen Elizabeth II, Willy Brandt, Helmut Schmidt, Charles DeGauelle, Georges Pompidou, Yahya Khan, President Suharto, Ferdinand Marcos, Nicolae Ceausescu, and others.

While most White House Central Files subject categories reflection functional, administrative, or topical groupings, the numbering system for TR is case-file oriented. Each trip was assigned a separate case number, with the exception of some campaign trips. Some trips included stops in several different cities or states. In these instances the case file was usually subdivided into stops by the addition of suffix numbers following the main trip number. While the category includes trips taken from 1969 through 1974, the case file numbers do not run consecutively throughout the period. The White House Central Files unit separated the case files into two series by imposing a file break after 1969-1970. This resulted in double use of some of the numbers, with the first series numbered consecutively from 1969 through 1970, and the second series beginning anew with consecutive numbering 1971 through 1974. The first series runs from number 2 through number 68; the second series is numbered 2 through 113. While the TR file generally runs chronologically, it is necessary to remember that there are two separate numbering schemes, with the break occurring at the end of 1970.

Because the numbers reflect case files, it was not possible to interfile 1969-1974 material within same number designations, as is possible with issue or functionally divided subject files. Instead, the files have a chronological focus, roughly based on when each trip took place. (There are some exceptions to the chronology, as shall be explained later.) Only the first two categories were interfiled: the general TR category which covers non-specific trip planning and procedures, and the TR-1 category, which designated "All trips in the D.C. area and Federal Buildings" in both numbering schemes. TR-1 was the only sub-category number which was assigned to the same type of file in the two series.

The case files are roughly chronological in order, but some exceptions occur due to the fact that Central Files assigned the TR number at the time a trip was first proposed, rather than when it actually took place. (A few trips were assigned numbers, but were later cancelled. Trip cancellation is noted on the folder label.) If there was a long time lag before the trip took place, the case file may be slightly out of chronological order in relation to other trips taking place in the same time period. This assignment of case numbers most notably affected the President's trip to the People's Republic of China (TR 24). Although this trip was made in February 1972, the case file was created July 16, 1971, at the time of the President's public announcement of the forthcoming summit. Researchers looking for material on the PRC trip must therefore look for TR 24 filed chronologically in the summer of 1971, rather than in files for February 1972. It should also be noted that TR 24 is the single largest subcategory within the Trip files. At 5 cubic feet (15 boxes), it comprises one-sixth of the entire 1969-1974 Trip files.

The terms Executive and General precede each of the TR case file designations. These terms were used by the White House Central Files to indicate separation of documents according to source. Executive items include communications among national, foreign, state and local governments and their agencies, members of Congress, and other selected prominent correspondents. General items designate communications between Government officials and private citizens, institutions, and private interest groups. Because the TR files are event-oriented, some of these lines were blurred in filing. For example, accepted invitations frequently originated with private, outside groups, but were filed along with schedule proposals in the Executive case files. In the Trip files, the Executive files usually contain material directly related to the President's making of a trip, and include follow-up thank you letters to both public officials and private individuals. The General files include related invitations and meeting requests which were turned down, and general public reaction to the trips. Separation of reaction mail into the Executive or General version of the case file appears to have been partly determined by whether the writer received a letter under the President's signature, or one signed by a White House staff member.

Because these are essentially separate, chronologically arranged event case files, there are no conventional series, thus no conventional series description. However, a description of common characteristics shared by most of the case files may be helpful to the user. A typical case file for a domestic trip begins with schedule and event proposals. These are frequently the result of unsolicited invitations from outside groups. However, the President's staff also solicited trip and event proposals to meet the need for Presidential exposure on a particular issue, or in a particular region of the country. (For example, such an event search was customary when the President flew to San Clemente for an extended stay. Since such stays at San Clemente combined both work and vacation time for the President, the Western White House was used as a base for day-trips to nearby cities.)

An event proposal was subject to an approval process by those White House staff members with either policy or functional interest in the planning of trips. Staff members with issue or constituent-group responsibilities assessed the impact of proposed trips in their designated area: William E. Timmons (congressional liaison), Harry S. Dent (political liaison/the South), Charles W. Colson (political liaison with outside groups), John D. Ehrlichman (domestic affairs). Appointments secretary Dwight Chapin coordinated the solicitation of these recommendation, and the submission of trip proposals for approval by chief of staff H. R. Haldeman. After Chapin's departure from the White House staff at the end of President Nixon's first term, David Parker served as appointments secretary from 1973 through 1974.

Once an event was approved, scheduling and logistical details were worked out. Ronald Walker headed the Advance Office during President Nixon's first term; he was succeeded in 1973 by William Henkel, Jr. Many of the case files include site survey information from advance men, including photographs or diagrams. (Some of these were closed due to agency restrictions.) Demonstrations were a particular concern during the Vietnam War era, and many of the case files reflect efforts to avoid Presidential exposure to them. These efforts, in turn, occasionally generated public mail protesting access restriction or denial. In addition to surveying sites and coordinating event set-ups, advance men also had the responsibility of seeing that local organizations generated sufficient publicity to draw crowds. Case files may also include information about travel times between stops, weather conditions, and assignment of staff housing accommodations for trips requiring extended stays.

The President received trip briefing information on historical, geographical, and political highlights for areas visited. When required, he also received biographical sketches of people he would be meeting. Draft remarks or speeches were prepared as needed. The President was usually provided a detailed schedule scenario, both in standard document form, and in a card size convenient for reference use while the trip was in progress. Staff traveling with the President also received scenarios describing their roles and event participation during the trip.

Post-trip documents include thank-you letters to those who assisted on the trip, and to the principals whom the President met. Sometimes the handling of a trip was critiqued in follow-up reports, or news coverage was summarized or analyzed. The President's domestic trips often provided average citizens with their only chance to see or hear the President. Many took the opportunity to write to the President to thank him for coming to their town, city, or state, and to then comment on issues facing the nation.

Foreign trip files are similar to domestic ones in format and content, but reflect some coordination with foreign officials on schedule and itinerary details. Also, they include correspondence relating to the approval of news correspondents covering the President's trip. Some briefing information for the President is included, but most of the security-classified information was filed by Central Files in the White House Special Files: Central Files: Confidential Files, or elsewhere separate from the TR subject category. The unclassified briefing information filed in TR primarily describes sites to be visited, and provides some biographical information on foreign officials. John R. Brown III and Alexander P. Butterfield were responsible for coordinating the President's trip briefing information.

In addition to background briefing reports and schedule scenarios, the TR files include letters and memoranda, either originals, carbons, or electrostatic copies, cables, and telegrams. Members of the general public frequently sent in newspaper and magazine clippings. These have been withdrawn for preservation reasons and replaced by electrostatic copies of the same. Large photographs and museum items have also been withdrawn for preservation. White House cross reference cards are interspersed throughout the files. When a document included several subjects or could be requested under several similar or overlapping file categories, the White House Central files placed cross-reference notations on the document.

Although extensive, the TR subject category should not be regarded as a complete, centralized source of information on trips. The National Security Council institutional files contain a great deal of information on the President's foreign travel. Unprocessed are the Staff Member and Office Files of William Henkel, which contain the primary trip advance work files. These files will be opened when processed, but are currently unavailable to researchers.

TR TRIPS

The TR-beginning series covers general information on trips, including procedures for handling speaking appearances, transportation, and housing; coordination among offices and Federal agencies; handling of trip advance expenses; schedule proposals not approved for further action; training of advance men.

TR 1

This subcategory is the only one extending from 1969 through 1974, as it covers the President's trips within Washington, D.C., including those to Federal agencies. The President made an effort to visit most of the major Federal departments and agencies at the start of his first term in office. TR 1 also covers his appearance on Capitol Hill, for delivery of the annual State of the Union message, and to attend luncheon meetings with members of Congress. The President made other trips in the Washington area for speaking appearances at special interest group conventions and meetings; wreath-laying ceremonies at Arlington National Cemetery; visits to area nursing homes and hospitals; embassy and other reciprocal dinners held by visiting heads of state; funerals and memorial services for well-known public figures such as coach Vince Lombardi and Chief Justice Earl Warren; attendance at area sporting events (Washington Senators baseball games; Washington Redskins practice and games); and visits to restaurants and theaters.

TR [Case File #]

Both the 1969-1970 series and the 1971-1974 series contain subcategories for the President's trips to Camp David. These are not interfiled, as the first series used a TR 4 designation for Camp David, and the later series assigned TR 2 to Camp David. All other series subcategories should be viewed as separate case files, filed in approximate chronological order as explained above. It should be noted that although trips to the Camp David Presidential retreat in Thurmont, Maryland were filed together, each trip to the President's homes in San Clemente, California and Key Biscayne, Florida was filed chronologically as a separately numbered case file.

TR 42 (1969-1970 SERIES)

Surprise attendance by the President at a New York City dinner honoring President Georges Pompidou, March 2, 1970. The President's gesture was meant to mitigate the effect of demonstrators who had offended President and Madame Pompidou during their stop in Chicago. Included in the file is a report on State Department security lapses in Chicago. The President's gesture of flying to New York for the dinner elicited a great deal of mail from members of the public, thanking him for his action, and expressing shame at the treatment of Pompidou in Chicago.

Attendance at the baseball All-Star Game in Cincinnati, Ohio, July 14, 1970.

TR 57 (1969-1970 SERIES)

European trip (Italy, Yugoslavia, Spain, the United Kingdom, and Ireland), September-October 1970.

TR 60/ST # (1969-1970 SERIES)

The President's trips to various states during the period of campaigning for the 1970 off-year election. Instead of indicating states visited by spelling out the name or using an abbreviation, Central Files assigned a numerical equivalent. Thus Alaska is "1", Connecticut is "7", New York, is "32", and so forth. A conversion chart is provided in Appendix A on page 11.

TR 21 (1971-1974 SERIES)

Presidential trip to Rochester, New York, to conduct a domestic briefing. In an effort to provide direct contact for local officials and newsmen, the President conducted a series of regional meetings on major administration initiatives during his first term in office. Most of these were held in 1970-1971; see TR 61 above, TR 23 below.

TR 23 (1971-1974 SERIES)

TR 24 (1971-1974 SERIES)

President Nixon's trip to the People's Republic of China: announced July 15, 1971; trip made February, 1972. The breakthrough announcement and history-making trip generated more mail than any other Presidential visit. Much of the Executive file deals with congratulatory messages to the President, and inquiries about accompanying the President on his trip. There are discussions of possible gifts to be exchanged with Chinese leaders, and public inquiries regarding the fate of captured U.S. airman John T. Downey. The folder for February 24-29, 1972 includes copies of the President's daily schedule and information provided him on sites visited. Researchers are cautioned that there is relatively little on the details of pre-trip planning. Much more background information on the China trip can be found in boxes 26 through 34 of the White House Special Files: Dwight Chapin collection. There may be more background information in other, as yet unprocessed files, as explained above. As is typical of the case files, there is a core of scheduling and itinerary information, surrounded by voluminous external correspondence.

TR 25 and 25-1 (1971-1974 SERIES)

The President's trip to the Pro Football Hall of Fame, Canton, Ohio, July 30, 1970. Includes background information on inductees Jim Brown, Bill Hewitt, Frank Kinard, Vince Lombardi, Andy Robustelli, Y. A. Tittle, and Norm Van Brocklin. While in Canton, President Nixon was interviewed by Frank Gifford of ABC Sports, and there is some background guidance for this TV appearance.

TR 26 (1971-1974 SERIES)

The President's New York City visit with Tricia and Edward Cox, to see the Broadway show No, No, Nannette, August 4, 1971.

TR 38 (1971-1974 SERIES)

Trips to Austria, the USSR, Iran, and Poland, May 20-June 1, 1972. Includes itinerary, site, and biographical information.

California Angels-Kansas City Royals opening day baseball game at Anaheim Stadium, April 6, 1973. Includes background information on pitcher Nolan Ryan.

TR 88-1 (1971-1974 SERIES)

Unveiling of the cornerstone at the Dirksen Congressional Leadership Center, Pekin, Illinois, June 15, 1973. This file is highlighted because it contains an example of a White House advance man's crowd-raising report. Coordinating with local organizations in their public relations efforts was part of the advance man's job, but few of the files contain records as detailed as the one filed herein.

TR 90-3 (1971-1974 SERIES)

The President's trip to San Clemente, August, 1973. Cited because of the number of memoranda concerning generation of high profile activity by White House staff with the President at San Clemente.

TR 96 (1971-1974 SERIES)

Presidential trip to Belgium to attend meeting of the North Atlantic Council at NATO Headquarters in Brussels, and to the USSR for summit meeting with Soviet leaders, June 25-July 7, 1974.

The President's last foreign trip, June of 1974, included stops in Egypt, Saudi Arabia, Syria, Israel, and Jordan.

BOXES 93-100 (1971-1974 SERIES)

Many of the President's domestic trips during the late 1973-1974 period generated letters of support from members of the public throughout the country, or comments about the handling of people demonstrating on the Watergate issue.

The expectations, or experience, of actually seeing the PResident in person prompted many citizens to write to the President on issues which concerned them, such as the Vietnam War; the U.S. leadership role in the world; economic concerns; the energy crisis; and Watergate. Such letters are found throughout the Trip files, both in the Executive and General folders.

Most of the files contain material dated within a relatively narrow time frame surrounding a particular trip. When the date span was wider than normal because a trip required a longer set-up time, or generated more follow-up correspondence than usual, inclusive dates have been bracketed in the container list following. Original spelling and punctuation of the folder titles has been retained; if incomplete or misleading, bracketed information has been added.
