This subject category is composed of documents pertaining to meetings and conferences on various topics involving President Nixon and other administration officials. Included are letters, memoranda, telegrams, lists, schedules, clippings, reports, photographs, and printed material. Frequent correspondents are Dwight Chapin, John D. Ehrlichman, Peter Flanigan, Henry A. Kissinger, William E. Timmons, Herbert G. Klein, Charles B. (Bud) Wilkinson, and Daniel P. Moynihan. Related subject categories in the White House Central Files include Federal Government--Organizations (FG), Public Relations (PR), States-Territories (ST), Business-Economics (BE), Personnel Management (PE), Publications (PU), Social Affairs (SO), and Human Rights (HU). The subject category is arranged in two series, the first covering the years 1969-1970 and the second 1971-1974. Such a filing arrangement is made necessary by the fact that the White House Central Files used two distinct filing schemes to file material in the Meetings and Conferences (MC) category. Although the letter and following coding is the same in both cases--a general MC category followed by MC 1, MC 2, et sequentia sub-categories--the file titles given these sub-categories are not. Consequently, like coded files from the two series can not be identified. (The MC sub-category, of course, is an exception. It could be interfiled, but for the sake of simplicity it has not been).

A single meeting or conference whose documentation falls into both series will have folders in both series, but they will have different number coding. For example, the 1971 White House Conference On Aging is coded MC 3 in the 1969-1970 series and MC 3-3 in the 1971-1974 series; the 1970 White House Conference On Children and Youth is coded MC 4 in the 1969-1970 series and MC 3-1 in the 1971-1974 series; the 1969 White House Conference on Food and Nutrition is coded MC 10 in the 1969-1970 series and MC 3-2 in the 1971-1974 series; and the May 1971 International Conference on Cities is coded MC 35 in the 1969-1970 series and MC 4 in the 1971-1974 series. These are the only sub-categories that are included in both the 1969-1970 series and the 1971-1974 series.

FIRST SERIES, 1969-1970

MC MEETINGS-CONFERENCES

Documents in the executive file pertain to actual and proposed meetings and conferences on the following topics: civil rights, Mexican-American affairs and problems, business leaders, national security affairs, investment in the Atlantic area, (United States, Canada, and Europe), state governors, social action programs, and other topics. Also included are a report of the Rural And Urban Development Committee of the National Governors' Conference, a July 9, 1970 draft report on the model cities' program, and correspondence with reference to revenue sharing and international trade and finance.

The general file contains correspondence of White House staff members with public officials and citizens interested in meetings and conferences on such topics as women, Vietnam, amateur athletics, civil rights, and education. A few items discuss student turmoil on college campuses.

Included in this sub-category are correspondence, regarding the National Governors' Conference, and the first draft of the "Advisory Task Force Report," issued by the Committee On Community Development and Urban Relations of the National Governors' Conference. A Feb. 22, 1969 letter from President Nixon to Rev. Theodore M. Hesburgh, President of Notre Dame, expresses the former's opinions about student turmoil on college campuses.

Documents in this sub-category pertain to the December 1970 White House Conference On Children and Youth. They include correspondence, reports and addresses by Stephen Hess, the National Chairman of the conference, newsletters, newspaper clippings, brochures, reports of the conference forums, and the "Black Caucus Position Paper" on the conference. A smaller group of documents comprises correspondence pertaining to an April 1969 meeting of White House staff members with students at Airlie House in Virginia.

This sub-category is comprised of correspondence, budget and staff schedules, lists, and newspaper clippings pertaining to the White House Conference on Food, Nutrition, and Health, held Dec. 2, 3, and 4, 1969. It was the first White House conference of the Nixon Administration. Most of the correspondence is that of presidential assistants Dr. Daniel P. Moynihan and John R. Price; other White House staffers; and Dr. Jean Mayer, Special Consultant in charge of planning the conference. Various lists name the task forces and their members, panels, and participants. The clippings comment on conference preparations, actions, and its final report.
