Abstract

The Presidential historical materials of Jean Eisinger are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note) and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify personal and private materials (including materials outside the date span covered by the act) as well as nonhistorical items. These materials have been returned to the individual who has primary proprietary interest.

Materials covered by the Act have been archivally processed and are described in this register. Items which are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (GSA Form 7279 or NA Form 14021) with a description of each restricted document has been inserted at the beginning of each folder from which materials have been removed. A Document Control Record marks the original position of the withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 13526 in response to a Mandatory Review Request (NA Form 14020) submitted by the researcher.

Scope and Content Note

The materials in this collection are of two major types. The first is press releases of Nixon speeches, annotated by the Presidential Documents Office to reflect the actual wording used by the President. This office used audio tapes of speeches to edit the press releases. They include mistaken words, false starts, and other comments which accurately document Nixon's public speaking. These edits were taken into consideration for the production of the Weekly Compilation of Presidential Documents. They were again used for the annual editions of Public Papers of the Presidents.

The annotated press releases cover 1969-1972. The editions for 1973-1974 were not included in the papers of Jean Eisinger. According to Margaret Donohoe, who worked in the Presidential Documents Office from 1969-1974, Eisinger left the White House in 1973 to become Director of the Presidential Documents and Legislative Division of the Federal Register. This job took her to the National Archives building. The 1973-1974 editions of the press releases may have ended up at the office of the Federal Register.

When Jean Eisinger left the White House, Margaret Donohoe became the senior staff-member for the Presidential Documents Office at the Executive Office Building. According to her, the "checks" and "x"s refer to whether the accompanying changes were approved for inclusion in the Weekly Compilation of Presidential Documents.

The second series of documents in the collection is "White House Notices to the Press." These were releases given to the press regarding appointments, upcoming trips, the 1973 Inaugural and daily excerpts of meetings and appointments by the President and the First Lady. Also included are "pool reports" - summaries of events which were written by members of the press corps. This series is generally arranged in chronological order with some discrepancies. The period covered is mostly 1972, however, the last folder for September-October includes materials through February 1973.
