Presidential Briefing Books
Among Pat Buchanan’s duties was the compilation and coordination of background briefing materials for Presidential and a few Vice Presidential press conferences. The briefings—for both the larger, announced press conferences and the smaller, informal ones held in the Oval Office—related to a widespread number of topics and were in the form of probable questions which the White House staff members anticipated news reporters would address to the President. Along with the questions, were answers recommended by Buchanan, other members of the White House staff, and the heads of major departments of the government.
The briefing books are primarily in the form of potential questions and suggested answers (often with heavy annotation by President Nixon), along with associated memos. A listing of briefing books is below, with indication of whether President Nixon annotated the book or not. - Can you tell us whether that emerges from the White House, or the more pessimistic view that emerges from the front about Las is your own assessment of how that operation is going? Has it gone "according to plan"? Are they not "bogged down"? Do you not consider it a success? What is the basis for this "optimism?"
- There has been some confusion as to what our objective really is in Laos; some White House aides had hinted that the South Vietnamese were headed for Tchepone; some said they sought to cut the Ho Chi Minh Trail -- what were our objectives, what are our objectives; and are they being achieved? How long will it take to achieve them?
- You indicated in your State of the World that Vietnamization was not a guarantee that the fighting would end; it could go on for some time. Further, with regard for our POW's you have said that enough American troops would be left in Vietnam to provide the enemy an "incentive" to let them go. How many men; how long; and aren't you really saying that the United States plans to keep a significant residual military force in Vietnam for some time?
- (The Marvin Kalb Special) -- Apparently South Vietnamese troops went into Laos to protect Americans in South Vietnam; then American helicopters went into Laos to protect the South Vietnamese; then Medevac units went in to protect the downed helicopters; then army ground units went in to protect the Medevac Units. If we really want to protect American troops -- why don't we just pick them up and bring them all home? Where does all this "protection of American troops end?"
- Have we given up hope on Paris negotiations; the SOTW would seem to indicate so.
- Your assessment of SALT?
- Will we pressure the Israelis?
- Any foreign travels in prospect or any forthcoming meetings with President Thieu?
- Considering the American apprehension over the metamorphosis of the Eastern Mediterranean into a seemingly Soviet lake; what is our view of the increasing Soviet naval presence -- in addition to the subtender -- in the Caribbean. Is this acceptable to the United States?
- SOTW and Administration seem to be taking a tougher stance toward Soviets than last year. Is this so and why?

- Why, if Vietnamization is succeeding beyond expectations as Secretary Laird has recently stated, are you not increasing the withdrawal rates more drastically?
- Why are you only projecting withdrawals for months when your previous announcements have been longer term? If Vietnamization is so successful why not at least project withdrawals down to a residual force, to be held for prisoners?
- Do you have a plan to leave behind in Vietnam a residual or transition force of 40,000-60,000 men by mid-year, as dispatches from Saigon repeatedly claim?
- Why not offer to set a fixed date for total withdrawals in exchange for prisoners? Do we demand something besides prisoners to set such a date?
- What about the tens of thousands of Americans related to the Vietnam war who are stationed elsewhere in Southeast Asia or on carriers?
- You say "time is running out" on negotiations? Are we giving up on them? If so, how do we get our prisoners back?
- What magnitude of military assistance and economic assistance do we envisage over the coming years for South Vietnam?
- The Paris Peace Talks are going nowhere. Are they a façade for secret negotiations?
- Don't you think that it will be awkward for you to go to Peking and Moscow without at least having set a fixed date for total U.S. withdrawals?
- Have the Soviets and Chinese been informed of the substance of this announcement?
- Have President Thieu and our allies been advised of your decision, and does President Thieu agree?
- Is the short timespan of this announcement dictated by fear that the North Vietnamese may be able to launch major new attacks in the coming dry-season?

- If Mr. Jaworski does not accept this view, and goes into Court and subpoenas the tapes -- and like Mr. Cox wins his case -- will you abide by the decision of the Court, or would you order him discharged as you did Professor Cox?
- If neither you nor your Counsel have heard all the tapes requested, or reviewed all the documents, how can you know for certain they only corroborate what is already in the hands of the Special Prosecutor?
- Since Mr. Jaworski has himself indicated that these are his last requests, are you not yourself prolonging Watergate by refusing his request, and forcing him to fight the issue in the Federal Courts?

- If you are innocent of the charges against you, why don't you simply turn over the tapes and documents to the Judiciary Committee, and prove your accusers to be liars?
- Do you plan to deny any more tapes to Chairman Rodino and the Judiciary Committee?
- Do you think that your refusal to provide more tapes to the House Judiciary Committee would result in a contempt citation -- and do you think that citation for contempt is an impeachable offense?
- Now that thet indictments have been handed down, and the prosecutions are moving forward, why do you continue to deny to the Special Prosecutor the tapes and documents from Watergate and other areas?
- Would you resist a subpoena from Mr. Jaworski or Mr. Rodino?
- Would you agree with Mr. Ford that defiance of Congress, a stonewalling of the Judiciary, could result in impeachment?
- Four of your closest advisers and colleagues have been charged with the greatest corruption of any high officials in U.S. history. Can you tell us what are you feeling about this? Has your confidence in these men declined; do you feel betrayed, or responsible in any way for the wrong-doing that has been charged?
- You said at one of your press conferences that even if it means disaster for your party, you would not resign, because that would be bad for the Presidency. Do you equate your personal survival and prosperity with the survival and prosperity of this office?

- Are you concerned by reports that the Soviets have cracked down on dissidents, especially Jewish demonstrators, during your summit meeting?

- Assuming that there is no SALT agreement in the near future, is it not almost certain that deployment of MIRV by the Russians will -- with their larger numbers and boosters -- eventually give the Soviets strategic superiority over the United States, approaching a first-strike capability?
- Cacn you answer one technical question which seems enormously important to these SALT negotiations? Is not on-site inspection essential to determine whether a missile has been MIRVed, or is there some means of national verification -- without getting within miles of the weapon to determine that question?

- What are the chances of a so-called "threshold" agreement on atomic testing, limiting underground tests? And considering Senator Kennedy's opposition and that of 37 other Senators, do you think it has a chance to get through Congress?
- With India joining the nuclear club, and France and China testing in the atmosphere, and Britain testing underground, and other nations apparently lining up to join the nuclear club, is not the "genie out of the bottle?" Has the dream of non-proliferation of nuclear weapons gone finally and irretrievably a-glimmering?

- How good, really, are the opportunities for expanded trade in light of Congressional opposition -- manifest in the Jackson Amendment -- and Congressional attitudes manifest in the desire for Congressional veto over large Ex-Im Bank loan guarantees?
- How do you answer the growing number of critics who contend that we are giving away the store, that we were snookered on the wheat deal, and that the Soviets are purchasing Western technology, computers and whole plants which can enormously enhance their military capabilities?
- How do you answer those who contend we have been getting the short end of the stick, in our negotiations with the Soviets -- in exchanging computers and technology, etc., for something from the Soviets that we could do without or get elsewhere?
- NECESSITY FOR SUCCESS ?
- Is it not true that these summit meetings raise hopes and create pressures for dramatic agreements, for bringing home the bacon, even when those agreements are not necessarily in the national interest? And, because the issue has been raised elsewhere, is there not tremendous political pressure to succeed here, in bringing home some hard agreement?
- Do you think Watergate has weakened your hand in dealing with the Soviets, or has prevented progress toward peace?

- This week in Brussels, Mr. Ziegler indicated that you had told NATO leaders we intended to upgrade and modernize our NATO forces. No mention of a cut was made. Have you ruled out progress in MFBR? Has this come up in Moscow?
- Are you disappointed by lack of progress at MBFR talks in Vienna?
- Has the question arisen in the summit talks concerning a broadening of exchanges of people, ideas, information and publications with the Soviets and the West -- the so-called "Basket Three" in the CSCE talks in Geneva; and if so, have the Soviets shown any willingness to move in this area?

- Is it not true, that despite détente the Soviets knew of the Middle East War preparations, provided timely and enormous arms support for the attackers, and, further encouraged other Arabs to enter --at same time professing détente with the United States? How does this square with the "basic principles" agreed upon in 1972?
- Are you concerned by reports out of the Middle East of increased guerilla raids into Israel, counter-threats by Israel to go to war or occupy Southern Lebanon; and promises of Egyptian and Syrian aid to the Lebanese?
- WATERGATE/JUDICIARY
- Dr. Kissinger says that refuting the charges that he initiated wiretaps is vital to the performance of his duty as Secretary of State. Can you thus tell us who initiated those national security taps, since according to the February 28 transcript it appeared to be Dr. Kissinger? Was your comment in error?
- Can you tell us your opinion of the House Judiciary Committee decision to release all the evidence related to your impeachment while you are in the Soviet Union?
- Will you comment on the House Judiciary's decision not to hear the witnesses requested by Mr. St. Clair?
- This question is considered vital to the entire process of your potential impeachment, which is the only reason I raise it here. Would you abidde by a Supreme Court decision directing you to turn over the tapes to Mr. Jaworski?
- Do you think that this summit, and the Middle East tour, will have any impact upon the impeachment process?
- Mr. Colson has said (1) you personally directed him to release information derogatory of Mr. Ellsberg; (2) that he told you of Mr. Mitchell's involvement in Watergate in February and (3) that you are personally convinced the CIA was involved in Watergate and the cover-up in some fashion. Are any of these statements true?
