The papers of Jerris Leonard, Administrator, Law Enforcement Assistance Administration, Department of Justice, were received by the Office of Presidential Papers on March 12, 1973.
Under the terms of a standard deed of gift, some materials which contain information of a personal nature or are security classified have been removed and placed in. a closed folder. A Withdrawal Sheet, GSA Form 7122, with a description of each restricted document has been inserted at the beginning of each folder from which the material has been removed. A Document Control Record indicates the original position of the withdrawn item within the folder. The staff periodically reviews closed materials for the purpose of opening materials which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 13526 in response to a Mandatory Review Request (NA Form 14020) submitted by the researcher.

The papers of Jerris Leonard encompass the years 1969-73. During this time Mr. Leonard served as Assistant Attorney General, Civil Rights Division, Department of Justice (1969-71) and as Administrator, Law Enforcement Assistance Administration or LEAA, Department of Justice (1971-73). The bulk of the papers deal with his tenure as LEAA Administrator. However, before assuming his posts within the Department of Justice Mr. Leonard served in both the Wisconsin State Assembly (1956-60) and in the Wisconsin State Senate (1960-68).
The collection begins chronologically in 1969 with the congratulatory messages subseries. This subseries contains letters and cards (some with envelopes) from citizens and personal and professiona1 acquaintances from Wisconsin and throughout the nation. The records in this subseries relate to Mr. Leonard's appointment as an Assistant Attorney General in 1969 and again in 1971 as LEAA Administrator. Each incoming correspondence is attached to a reply letter from Mr. Leonard. The majority of the Leonard papers, the correspondence and memoranda series, follow this format. Leonard's tenure as an Assistant Attorney General (1969-71) is covered only in these series.
The correspondence series is divided into four subseries: official correspondence, alphabetical and chronological files, and congratulatory messages. Correspondents include members of the Cabinet, Senators, Representatives, Governors (Richard Ogilvie of Illinois, Russell Peterson of Deleware, Ronald Reagan of California, Nelson Rockefeller of New York, George Wallace of Alabama), mayors, police chiefs, district and circuit court judges, college officials, and numerous civic and community oriented group leaders (National Sheriffs' Assoc., The American Legion). Topics covered include invitations to Mr. Leonard to attend various civic and professional functions, civil disorder programs, civil rights compliance, requests and inquiries concerning LEAA programs, functions, and assistance. Newspaper clippings sent to Mr. Leonard appear throughout this series. Almost all items in the correspondence series include a reply letter by Mr. Leonard.
The memoranda series is divided into two subseries: Justice Department and other Federal Agencies, and White House. The former deals with numerous governmental officials while the latter with members of the White House staff. Both subseries include the domestic themes of civil rights compliance (minority participation in law enforcement agencies) and law and order (civil disorders, reorganization of LEAA, national conferences on the judiciary, corrections, and criminal justice). Memoranda are exchanged with Attorneys General John Mitchell and Richard Kleindienst, and White House officials John Ehrlichman, Leonard Garment, John Dean and Daniel Patrick Moynihan.
The subject file contains publications resulting from Leonard's role as Administrator of LEAA: the reorganization (decentralization) of LEAA, and the High Impact Anti-Crime Program (with the goal of reducing burglary and street crime) are but two examples. The series of speeches shows the importance of LEAA's role in addressing the problem of law and order. Mr. Leonard's extensive travel schedule, and varied constituency point out the weight of the Nixon Administration commitment toward reducing crime by improving law enforcement programs and techniques. The final series, printed matter, contains material, among other things, explaining the reorganization and progress of the LEAA under the Administrative leadership of Jerris Leonard.
