Scope and Content Note

The Council of Economic Advisers (subject category FG 6-3) was established in the Executive Office of the President by the Employment Act of 1946 (60n Stat. 24; 15 U.S.C. 1023) and functions under that statute and Reorganization Plan 9 of 1953, effective August 1, 1953. The Council consists of three members, one as Chairman, appointed by the President with the advice and consent of the Senate. The Council of Economic Advisers (CEA) analyzes the national economy, advises the President on economic developments appraises the economic programs and policies of the Federal Government, recommends to the President policies for economic growth and stability and assists in the preparation of economic reports of the President to Congress. Frequent correspondents include: Dwight Chapin, Lee DuBridge, John Ehrlichman, Peter Flanigan, David Kennedy, Gen. George Lincoln, Donald Rumsfeld, Maurice Stans, George Shultz, Herbert Stein, and CEA members Paul McCracken, Marina Whitman, Hendrick Houthakker, Ezra Solomon and Gary Seevers.

The General file category mainly contains correspondence of the President and White House Staff with members of Congress, business, patriotic and special interest organizations and the general public.
