FG 364 (Pennsylvania Avenue Development Corporation) (White House Central Files: Subject Files)


These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.

Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

Organizational Note

The Pennsylvania Avenue Development Corporation (Board of Directors) was established by the Pennsylvania Development Corporation Act of 1972, P. L. 92-578 dated October 27, 1972, as amended.  The Board is vested with the power and management of the Corporation, a wholly owned corporation of the United States Government. The Board shall dissolve the Corporation upon completion of the implementation of the development plan

Under the auspices of the board, the Corporation function is to prepare and implement a development plan for the north side of Pennsylvania Avenue between the White House and the Capitol. The Board was created to insure suitable development, maintenance, and use of this area and to eliminate blight that is now imposing social, economic and public liabilities on the District of Columbia. They are charged with formulating a development plan for the area, stating general land uses, both public and private, acquisition of land staging and programming of development, financing and construction elements.

The Board is composed of 23 members of whom 15 are voting members. It is composed of the Secretary of the Interior, Secretary of the Treasury, Secretary of Housing and Urban Development, Secretary of Transportation, Administrator of General Services, Mayor/Commissioner of the District of Columbia, Chairman of the District of Columbia Council and 8 additional appointed members (at least 4 of whom are residents and registered voters of the District of Columbia). The President appoints members from the fields of history, architecture, city planning, retailing, real estate, construction or government. The Chairman and Vice Chairman are designated by the President from the public members of the Board. In addition to the voting members of the Board, the following persons serve as nonvoting members: the Chairman of the Commission of Fine Arts, Chairman of the National Capital Planning Commission, Secretary of the Smithsonian Institution, Director of the National Gallery of Art, Architect of the Capitol, Archivist of the United States, Chairman of the District of Columbia Commission on the Arts and Humanities, and Chairman of the District of Columbia Redevelopment Land Agency.

The records consist of correspondence, memorandums, and executive nominations. Primary correspondents include the President and White House staff General Alexander M. Haig, Jr., David N. Parker, Jerry H. Jones, Herbert G. Klein, Terrence O’Donnell, Peter M. Flanigan, John Vickerman and Chairman of the Pennsylvania Avenue Development Corporation Elwood R. (Pete) Quesada.

The terms "Executive" [Ex] and "General" [Gen] are used before the code FG 364 to identify the source of the materials within a specific file. The files designated [Ex] are communications between national, foreign, state and local governments and their agencies, members of Congress and other prominent people. Files designated [Gen] are communications between government officials and private citizens, institutions and other private interests.
