These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.
Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

The General Services Administration (GSA) was established by section 101 of the Federal Property and Administrative Services Act of 1949 (63 Stat. 379), effective July 1, 1949. The act consolidated and transferred to the GSA a variety of real and personal property related functions formerly assigned to various agencies. Subsequent laws assigned related functions and programs to GSA.
The GSA provides for the government an economical and efficient system for the management of its property and records, including construction and operation of buildings, procurement and distribution of supplies, utilization and disposal of property, transportation, traffic, and communications management, stockpiling of strategic materials, and the management of the government-wide ADP resources program.
GSA is organized much like a large corporation doing business in a number of different fields. It might well be termed a conglomerate. The organization of GSA consists of five operating services and three supporting staff offices. The services are Public Building Service, Federal Supply Service, National Archives and Records Service, Property Management and Disposal Service, and Automated Data and Telecommunications Service. The staff offices are the Office of the Assistant Administrator, Office of Administration, and Office of General Counsel. The functions of GSA are carried out at three levels of organization: the Central Office, regional offices, and field activities. Actual operations are carried out largely by the regional and field activities.
The records consist of correspondence, memorandums and GSA Annual Reports. Primary correspondents include the President and White House staff H. R. Haldeman, Robert Ellsworth, Bryce Harlow, John D. Ehrlichman, Daniel P. Moynihan, Steven Bull, James B. Hughes, William Timmons, Alexander B. Butterfield, Peter Flanigan, James Keogh and Darrell M. Trent. There is additional correspondence with General Services Administrators Lawson B. Knott, Jr., Robert L. Kunzig and Arthur F. Sampson.
The terms "Executive" [Ex] and "General" [Gen] are used before the code FG 139 to identify the source of the materials within a specific file. The files designated [Ex] are communications between national, foreign, state and local governments and their agencies, members of Congress and other prominent people. Files designated [Gen] are communications between government officials and private citizens, institutions and other private interests.
