The Presidential Historical materials of Roger A. Freeman are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (P.L. 93-526, 88 Stat. 1695) and implementing regulations. In accordance with the Act and agency regulations, archivists reviewed the file group to identify personal and private materials and non-historical items. These items have been returned.
Materials covered by the Act have been archivally processed and are described in this register. Items that are security classified or otherwise restricted under the Act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) with a description of each restricted document has been inserted at the beginning of each folder from which materials have been removed. A document Control Record marks the original position of the withdrawn item.
Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 13526 in response to a Mandatory Review Request (NA Form 14020) submitted by the researcher.

Roger A. Freeman (born Roger Adolf Freimann) was born on September 2, 1904, in Vienna, Austria. He was educated at the Vienna School of Economics and Business Administration. Following the Nazi annexation of Austria in March 1938, Freeman emigrated to Great Britain and subsequently to the United States in 1940. He became a naturalized citizen of the United States in 1945.
From 1950 to 1955, Freeman served as Special Assistant to Arthur B. Langlie, Governor of Washington State. He was a member and co-chairman of the State and Local Government Advisory Committee of the U.S. Bureau of the Census from 1952 to 1956. Additional federal service included roles as Research Advisor to the Education Committee of the U.S. Commission on Intergovernmental Relations (1954–1955), consultant on school finance for the White House Conference on Education (1955), and White House office assistant (1955–1956).
Freeman served as financial advisor to Bolivia for the United States Treasury in 1956 and as fiscal advisor to the Bolivian government in 1957. From 1957 to 1962, he was Vice President of the Institute of Social Science Research. He also worked with the National Tax Association’s Committee on the Financing of Public Education in 1958 and received the Distinguished Research Award from the Governmental Research Association in 1959.
From 1960 to 1962, Freeman served as Research Director of Institutional Studies in Federalism at Claremont Men’s College. In 1962, he joined the Hoover Institution at Stanford University, where he served on the senior staff and as Senior Fellow from 1962 to 1975, specializing in War, Revolution, and Peace. He received an honorary Doctor of Laws (LL.D) degree from Brigham Young University in 1966.
Freeman held several advisory roles within Republican Party and government policy initiatives. In 1967, he served as Chairman of the Task Force for Federal Revenue Sharing for the Republican National Committee. He served as Special Assistant to President Richard Nixon from 1969 to 1970 and advised Governor Ronald Reagan during his 1970 reelection campaign. From 1972 to 1973, he served on the California Tax Reduction Task Force under Governor Reagan.
Freeman married Emily Georgia Harpster in August 1944; they had two children, Roger Jr. and Christine. The couple divorced in April 1971. Freeman died on December 25, 1991, in Stanford, California.
The Roger A. Freeman collection documents Freeman’s work in federal policy advising and executive branch governance, primarily during the period from 1968 to 1970. The materials reflect Freeman’s participation in the Arthur Burns pre-presidential task forces in 1968 and his service as Special Assistant to the President from 1969 to 1970. The collection documents Freeman’s involvement in domestic policy development during the Nixon administration, with particular emphasis on federalism, public welfare, education, taxation, and the role of the federal government in financing and administering domestic programs.
Records from Freeman’s tenure as Special Assistant to the President illustrate his close working relationships with Martin Anderson and Arthur Burns. The materials document Freeman’s efforts to slow or reverse the expansion of federal control and financing of education, welfare, and other domestic services, and to promote alternative approaches to intergovernmental responsibility and fiscal policy.
The materials are arranged in three series: Subject Files, Presidential Directives, and Task Force Files. The Subject Files series is arranged alphabetically and documents a wide range of domestic policy issues, including cost of living, health and welfare, and tax reform. The Presidential Directives series consists of proposed presidential directives and recommendations for executive action; these records are arranged by federal department and issue. The Task Force Files series is arranged numerically and then alphabetically, and contains reports and supporting materials addressing various public welfare and domestic policy topics.
