Abstract

The Presidential Historical materials of Jeffrey Donfeld are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (P.L. 93-526, 88 Stat. 1695) and implementing regulations. In accordance with the Act and agency regulations, archivists reviewed the file group to identify personal and private materials and non-historical items. These items have been returned.

Materials covered by the Act have been archivally processed and are described in this register. Items that are security classified or otherwise restricted under the Act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) with a description of each restricted document has been inserted at the beginning of each folder from which materials have been removed. A Document Control Record marks the original position of the withdrawn item.

Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 13526 in response to a Mandatory Review Request (NA Form 14020) submitted by the researcher.

Biographical Note

Jeffrey Ely Donfeld was born on June 9, 1943, in New York. After graduated from Los Angeles High School in 1961, he earned a political science Bachelor of Arts degree with honors in 1965 at the University of California, Los Angeles. During his undergraduate years, he was elected Freshman Class President and 1965 Student Body President. In 1968, he earned a Juris Doctor degree from the University of California, Berkeley School of Law, and was admitted to the California Bar in January 1969. Mr. Donfeld joined the White House staff in February 1969.

As a law student in 1966, Mr. Donfeld worked as a summer intern to the California Legislative Assembly with an assignment to the Assembly Industrial Relations Committee. As part of his internship, he wrote an interim report on the State’s involvement in the war on poverty. Mr. Donfeld also had a second internship that summer with Dr. Gaylord Parkinson, Chairman of the California Republican State Central Committee. The following year, he worked as a summer associate with future President Nixon’s law firm Nixon, Mudge, Rose, Guthrie, Alexander and Mitchell in New York. Although he received a permanent employment offer, he returned to California. In October 1968, he accepted an associate position with the law firm of Kaplan, Livingston, Goodwin, Berkowitz & Selvin of Beverly Hills. He left the firm in January 1969 and began working as a White House staff member in the position of Staff Assistant to the President on February 3, 1969.

During his time at the White House, Mr. Donfeld worked first for Charles B. “Bud” Wilkinson, Special Consultant to the President, before transferring in late 1969 to the office of Egil “Bud” Krogh, Deputy Assistant to the President for Domestic Affairs. The following July, Mr. Donfeld remained with Mr. Krogh when the latter was made Director of the Domestic Council. In July 1971, Mr. Donfeld joined the staff of the newly-created Special Action Office for Drug Abuse Prevention (SAODAP) where he worked as Assistant Director under Dr. Jerome Jaffe. In February 1970, Mr. Donfeld was one of twelve White House staff members profiled by LOOK magazine.

After leaving SAODAP, Mr. Donfeld became the Director of the Office of Hearings and Appeals in the U.S. Department of the Interior before leaving public service in mid-1973. During a visit to Israel in October, he was an eyewitness to the Yom Kippur War. He once again returned to California in late 1973, whereupon he joined the Century City law firm of Pacht, Warne, Bernhard and Sears. He later became a partner in the firm of Fulop, Rolston, Burns & McKittrick until it dissolved in 1982, at which time he joined Selvin & Weiner as a partner before forming the Law Offices of Donfeld, Kelley & Rollman in 1985.

Scope and Content Note

Jeffrey Donfeld joined the White House staff on February 3, 1969. He initially worked under Charles B. “Bud” Wilkinson, Special Consultant to the President, during which time he was tasked with studying the vast array of Presidential and interagency advisory committees, commissions, and boards. Mr. Donfeld determined that many of the 1,500 to 1,800 advisory committees and other groups he studied were either winding down, inactive, or no longer relevant. In some cases, he made termination recommendations based on the groups’ relevance and feasibility. He also studied the drug abuse problem and drug treatment programs.

Mr. Donfeld’s drug abuse research led to his transfer in October or November 1969 to the staff of Egil “Bud” Krogh, Deputy Assistant to the President for Domestic Affairs, Assistant Director of the Domestic Council Staff, Executive Director of the Cabinet Committee on International Narcotics Control, and liaison officer for the White House to the District of Columbia. Mr. Donfeld worked under Mr. Krogh on the Domestic Council staff from the time of the council’s creation on July 1, 1970, until transferring to the Special Action Office of Drug Abuse Prevention on July 23, 1971.

The Domestic Council staff worked on the problems of drug abuse, government reorganization, law enforcement, mass transit, crime, and issues pertaining to the District of Columbia. Staff members included Geoffrey Shepard, Andrew Rouse, Charles Clapp, Richard Nordahl, and Sallyanne Payton. Work was assigned by topic to the different staff members who, in turn, reported directly to Mr. Krogh. Although most of his time was spent working on the issue of drug abuse, Mr. Donfeld also created the bill for the Legal Services Corporation (LSC), a non-profit corporation established by the United States Congress. The LSC provides civil legal assistance to those who are unable to pay. The bill authored by Mr. Donfeld was sent by President Nixon to Congress on May 5, 1971. After various negotiations and the creation of alternative bills, the LSC was eventually created by the Legal Services Corporation Act of 1974.

During his time with the Domestic Council, Mr. Donfeld organized White House conferences on drug abuse for elected officials, religious leaders, and the media. He visited drug treatment centers in New York and Chicago in 1970 and also visited South Vietnam for four days in July 1971 in order to better understand the drug problem both in urban centers and in the military. In addition, Donfeld and Krogh made a recommendation to the President that a new office to unify and coordinate the government’s drug abuse efforts be established within the Executive Office. President Nixon subsequently established the Special Action Office for Drug Abuse Prevention (SAODAP) by Executive Order 11599 on July 17, 1971. Mr. Donfeld joined the staff of the new office’s director, Dr. Jerome Jaffe.

Richard Nordahl assumed Mr. Donfeld’s Domestic Council duties when the latter transferred to SAODAP. As such, some documents that originated with Mr. Donfeld could be located in Mr. Nordahl’s collection. Additional documents from the period of Mr. Donfeld’s involvement with SAODAP may exist in the Records of Organizations in the Executive Office of the President (EOP) Federal Record Group 429, which are located elsewhere in the National Archives and Records Administration.

The materials are arranged in five series, including general correspondence, a general subject file, reviews and studies of government commissions and committees, a youth and intern programs subject file, and a narcotics treatment programs and studies subject file. Major correspondents in the collection include Egil Krogh, Charles Wilkinson, Richard Nordahl, and Robert Odle, Jr. In addition, the narcotics treatment series contains correspondence from sports world figures such as Hank Aaron, Gale Sayers, and Joseph V. Paterno.

The general correspondence series primarily contains file copies of letters and memorandums to members of the administration, copies of correspondence provided to Mr. Donfeld by original recipients, and letters from the general public on various topics.

The subject files span a wide range of diverse topics including student unrest, pornography, and the Legal Services Corporation, which Mr. Donfeld contributed to with his work on the drafting of the administration’s bill to create a corporation. Issue files concerning crime and the environment in Washington, DC are also located in the series.

The reviews and studies of Presidential and interagency commissions and other groups are diverse and numerous, spanning organizations such as the President’s Council on Youth Opportunity, Bicentennial Commission, Advisory Council on Historic Preservation, President’s Committee on Consumer Interest, and the Commission on White House Fellows.

The intern programs subject file contains materials pertaining to the White House’s 1969 Executive Intern program, which placed college-age interns with various executive branch departments. Photographs of the White House Executive Interns have been photocopied and the originals transferred to the Nixon Presidential Library and Museum’s audiovisual collections. In addition, folders related to various groups and programs for young people around the nation are found in the series.

The narcotic treatment series contains reports and studies on the medical and societal effects of drugs such as marijuana (marihuana), LSD, heroin, and amphetamines. In addition, the series includes studies of various drug treatment programs and protocols including methadone, as well as drug abuse in the military and other demographic groups. Anti-drug message campaigns, education efforts, and media projects include the D.A.R.E. program and the Corporation for Public Broadcasting (PBS) series The Turned On Crisis. Materials related to drug abuse conferences held in 1970 and 1972 are included. Several files pertain to drug-related legislation and congressional hearings.

The varied approaches of drug treatment centers and anti-drug message organizations are described in both government and peer-reviewed studies.
