These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.
Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

Subject category FG 307 contains material relating to both the Federal Regional Councils and the Ohio River Basin Commission. The 1971 White House Filing Manual assigned FG 307 to the Ohio River Basin Commission and FG 341 to the Federal Regional Councils. Some early Federal Regional Council documents, however, were placed in FG 307 for unknown reasons.
Federal Regional Councils (1969 - 1970)
The Federal Regional Councils were established by Executive Order 11647, February 10, 1972, as amended. One council was created for each of the ten standard federal administrative regions. The councils assisted state and local governments in the coordination and operation of federal programs. In addition, the councils coordinated local and state federal grant applications, resolved disputes between federal agencies, evaluated programs with two or more federal agency participants, formulated means to best utilize federal resources at the local and state level, and develop improved interagency administrative procedures at the regional level. The councils consisted of senior officials in each region of the Departments of Labor, Health, Education, and Welfare, Housing and Urban Development, Transportation, the Office of Economic Opportunity, and the Small Business Administration.
The records consist of correspondence, memorandums, executive orders, personnel actions, and press releases. Primary correspondents include the President, John D. Ehrlichman, George P. Shultz, William E. Timmons, Kenneth R. Cole, and Edwin L. Harper. Topics include the President's 1969 plan to reduce the number of federal regions from ten to eight, federal assistance to regions, Office of Management and Budget (OMB) recommendations on regional administrative structure, and the impact of regional reorganization on localities.

Ohio River Basin Commission (1970 - 1974)
The Ohio River Basin Commission was established by Executive Order 11578, January 13, 1971, under authority of the Water Resources Planning Act of 1965 (79 Stat. 244). The Commission coordinated federal, state, interstate, and nongovernmental plans for the development of water and related land resources in the states of the Ohio River basin. It collected and analyzed data and advised on natural resources projects. The Commission consisted of a representative of each state lying within the Ohio River basin, representatives of Federal departments and agencies with interest in the Commission's mandate, representatives of interstate agencies whose jurisdiction extended to the Ohio River's drainage area, and a chairman. The chairman, appointed by the President, also served as an ex-officio member of the Water Resources Council.
The records consist of correspondence, memorandums, executive orders, personnel actions, and press releases. Primary correspondents include the President, John Ehrlichman, Edwin L. Harper, Raymond K. Price, Jr., William E. Timmons, Harry Flemming, Tom Jones, Daniel Kingsley, and William Rehnquist. Topics include the establishment of the Commission, interstate agreements, discussions on the Executive Order, state opinions on and participation in the Commission, membership of the Commission, and appointments to it. Corresponding oversized attachments have been processed and integrated into the files.
The terms Executive and General are used before the code FG 307 generally to determine the source of the materials. Items designated Executive are communications among national, foreign, state and local governments and their agencies, Members of Congress, and other prominent people. Items designated General are communications between Government officials and private citizens, institutions, and other private interests.
