These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.
Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

The United Service Organization (USO) is a voluntary civilian organization established by it Member Organizations through which the people of this country help serve the religious, spiritual, social, welfare, educational and entertainment needs of the members of the Armed Forces. The USO was founded in 1941 by six welfare agencies: Young Men's Christian Associations, National Catholic Community Service, National Jewish Welfare Board, Young Women's Christian Association, Salvation Army and Travelers Aid Association.
By terms of its charter, the USO reports directly to the President of the United States and to the Secretary of Defense. The USO also reports directly to the American people whose support and confidence have given USO a mandate to carry out its mission on behalf of the moral and welfare of our sons and daughters in uniform, deployed world-wide in our defense
The President in his capacity as Honorary Chairman of the National USO, designates six people to the USO Board of Governors, two each year to serve a three year term. He also designates nine people to serve as members of the USO Corporation, three each year and they too serve for a term of three years.
The records consist of biographical statements, letters, memorandums and press releases. Correspondents include President, Dwight Chapin, Harry S. Dent, Peter M. Flanigan, H. R. Haldeman, Bryce N. Harlow, William J. Hopkins, Terrence O'Donnell, William E. Timmons, Rose Mary Woods, and other members of the White House Staff and members of Congress. These files contain correspondence from members of the United Service Organization.
Topics include appointments, nominations, reappointments and recommendations of members to USO Board of Governors and the corporation. Other topics include appreciation letters from the President, recommendations and recipients of USO annual awards; and invitations to USO activities.
The terms Executive and General are used before the code FG 226 generally to determine the source of the materials within a specific file. The files designated Executive are communications among national, foreign, state and local governments and their agencies, Members of Congress, and other prominent people. Files designated General are communications between Government officials and private citizens, institutions, and other private interests.
