FG 205 (President's Council on Physical Fitness and Sports) (White House Central Files: Subject Files)

Abstract

These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.

Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

President’s Council on Physical Fitness and Sports

The President’s Council on Physical Fitness and Sports (PCPFS) was originally established by President Dwight D. Eisenhower, July 16, 1956, by Executive Order 10673, as the President's Council on Youth Fitness: name changed by John F. Kennedy, January 8, 1963, by Executive Order 11074 to the President's Council on Physical Fitness and was changed to its current name by President Lyndon B. Johnson, March 4, 1968, by Executive Order 11398 and continued by President Richard M. Nixon, September 25, 1970, under Executive Order 11562; and expanded by President Ronald  Reagan, February 2, 1982, by Executive Order 12345, which supersedes all other Executive Orders. It is an independent presidential advisory council within the jurisdiction of the Executive Office of the President but functions administratively under the Department of Health and Human Services.   

Section 1 of Executive Order 12345 calls for a ten-point national program which includes, the enlisting of support of individual citizens and private enterprise to promote physical fitness; the initiation of programs to inform the general public of the importance of exercise; the strengthening of federal services and program s relating to fitness and sports; encouraging state and local governments to emphasize the importance of physical fitness; the development of cooperative programs between medical, dental and other professional societies to encourage sound physical fitness practices encouraging research in sport medicines; and assisting educational agencies, national sports bodies and recreation agencies, and business and industry in developing physical fitness programs. The Council advised the President and the Secretary of Health and Human Services concerning the progress made in carrying out this program.  The Council also advises the Secretary on matters pertaining to ways and means of enhancing opportunities for participation in physical fitness and sport activities on state, local, and private action to extend and improve physical activity programs and services.
 
The Council consists of two co-chairpersons and eighteen other members appointed by the President and selected from authorities knowledgeable in the fields of physical fitness and sports.

Citizens Advisory Committee on Physical Fitness and Sports

The Citizens Advisory Committee on Physical Fitness and Sports is an subsidiary unit to the PCPFS and is composed of 15 members appointed by the President. The duty of this Committee is to advises and assists the PCPFS in carrying out its responsibilities.

Conference on Physical Fitness and Sports

President Richard M. Nixon established this Conference by Executive Order 11562, dated September 25, 1970. It was a public advisory conference of the Office of the Secretary, Department of Health, Education and Welfare.

The conference on Physical Fitness' and Sports was established to advisee and assist the Secretary of Health, Education and Welfare in his responsibility for carrying out a national program of physical fitness and sports, including federal, state and local efforts to encourage fitness of American children, youth and adults.

The Conference was composed of one hundred members appointed by the President.

Scope and Content Note

The records consist of correspondence, memorandums, executive nominations, executive orders and press releases. Primary correspondents include the President and White House staff H. R. Haldeman, Charles B. (Bud) Wilkinson, Donald Rumsfeld, James D. Atwater, Harry S. Dent, John R. Price, John D. Ehrlichman, Peter Flanigan, Dwight L. Chapin, Stephen Bull, William Timmons, Charles W. Colson, Robert Finch, David Parker, Frederic Malek and David Wimer. There is also correspondence with Verle L. Nicholson, James A. Lovell and C. Carson Conrad of the PCPFS.

The terms "Executive" [Ex] and "General" [Gen] are used before the code FG 205 to identify the source of the materials within a specific file. The files designated [Ex] are communications between national, foreign, state and local governments and their agencies, members of Congress and other prominent people. Files designated [Gen] are communications between government officials and private citizens, institutions and other private interests.
