The records of the Cabinet Committee on Education from Record Group 220 were transferred into the custody of the Nixon Presidential Library by the Office of Records Services, Washington, DC, National Archives and Records Administration. Organizational Note

On February 16, 1970, President Nixon announced the creation of the Cabinet Committee on Education. Calling it an "informal Cabinet-level working group," the President said the committee would examine assistance that the President and the Federal agencies could provide to school districts ordered by the courts to desegregate immediately. The committee was also known as the Vice President's Cabinet Committee on School Desegregation. Chaired by the Vice President, the group's members included Secretary of Labor George P. Shultz as Vice Chairman, Attorney General John Mitchell, Postmaster General Winton M. Blount, Secretary of Health, Education, and Welfare Robert H. Finch, Donald Rumsfeld, director of the Office of Economic Opportunity, and Presidential counsellors Daniel P. Moynihan and Bryce Harlow. A staff, headed first by Robert C. Mardian, and then by Edmond L. Morgan, carried out the day-to-day activities of the Committee.

The Committee performed two primary functions. It amassed information on desegregation and distributed the information to communities in need of assistance. It also consulted with experts inside and outside of government in order to prepare a set of recommended criteria for the allocation of emergency funds the President was requesting for the desegregating school districts. President Nixon also appointed State Advisory Committees to work with the Cabinet Committee. The Committee was disbanded on December 31, 1972.

Scope and Content Note

The files reflect primarily the Cabinet Committee on Education's role in gathering and distributing information on desegregation to local school districts. Most of the materials concern the years 1971 and 1972 when the Committee continued to monitor school districts ordered by the federal courts to desegregate, but a few of the files, including a 1970 draft history of the Cabinet Committee on Education written by Committee staff, relate to the crisis in the summer and fall of 1970 surrounding the court orders to immediately desegregate public schools. The files are organized into three series: Subject Files, Administrative Files, and Newspaper Clippings. Related materials may be found in the files of H. R. Haldeman, John Ehrlichman, Leonard Garment, Bradley Patterson, Charles Colson, John Dean, Egil Krogh, Harry Dent, and Patrick Buchanan and also in the White House Central Files, Subject Files, FA (Federal Aid).

Description:   The Subject Files reflect primarily the Cabinet Committee on Education's role as an information clearing house on public school desegregation for the Nixon administration. Many of these files contain copies of newspaper clippings although a few of these clippings files contain scattered correspondence and State Action Committee newsletters. Other files organized by city or county contain statistical reports on school desegregation. A small portion of the files concern the opening of schools in the fall of 1970 and the trouble encountered surrounding the implementation of desegregation. Other topics include evaluation of available resources from federal agencies to assist local school districts with rapid segregation and the displacement of African American educators from their positions in formerly segregated schools.

The Cabinet Committee on Education staff apparently collected these clippings in their role as an information clearing house on public school desegregation for the Nixon administration. A majority of the clippings are arranged alphabetically by state and locality, but others are arranged alphabetically by general subject.
