    The releases listed below, made public by the Office of the White House Press Secretary during the period covered by this issue, are not included in the issue.

    • Press conference of Robert H. Finch, Counsellor to the President, Herbert G. Klein, Director of Communications for the Executive Branch, and Ronald L. Ziegler, Press Secretary, on the 1970 elections.

  • Each Public Papers of the Presidents volume contains the papers and speeches of the President of the United States that were issued by the White House Office of the Press Secretary during the time period specified by the volume. The material is presented in chronological order, and the dates shown in the headings are the dates of the documents or events. In instances when the release date differs from the date of the document itself, that fact is shown in the text note.

    To ensure accuracy, remarks have been checked against audio recordings (when available) and signed documents have been checked against the original, unless otherwise noted. Editors have provided text notes and cross references for purposes of identification or clarity.

  • The Federal Register is the official daily publication for rules, proposed rules, and notices of federal agencies and organizations, as well as executive orders and other Presidential documents.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.   • The National Archives Catalog is the online portal to the records held at the National Archives, and information about those records. It is the main way of describing our holdings and also provides access to electronic records and digitized versions of our holdings.

    • 170. Memorandum From Vernon A. Walters to the President’s Assistant for National Security Affairs (Kissinger), Washington, November 3, 1970

      Source: National Archives, Nixon Presidential Materials, NSC Files, NSC Institutional Files (H-Files), Box H–29, NSC Meeting, Chile, 11/6/70. Secret. Sent for information. The memorandum is typed on White House stationery. At the top of the page, Kissinger wrote, “Attach to P[resident]’s reading for NSC meeting.” The President received the memorandum on November 5 along with other preparatory materials for the National Security Council meeting on Chile. He returned the memorandum to Kissinger with a note that reads, “K[issinger]—Read the Walters memo again + see that it is implemented in every respect.” (Ibid.)

    The Horn

    • 304. Telegram 2653 From the Embassy in Somalia to the Department of State, Mogadiscio, November 3, 1970, 1110Z

      The ambassador stated that when plans for the Diego Garcia base were announced, the U.S. should expect a strong negative reaction from the Somali Government, condemning the action as a colonialist, imperialist venture designed to subvert the freedom of African states.

      The 6 page report analyzed King Hassan’s past and likely future use of U.S. military facilities in Morocco as leverage for political and economic advantage.

    American Republics Regional

    • 30. Memorandum From the Senior Military Attaché in Paris (Walters) to the President’s Assistant for National Security Affairs (Kissinger), Washington, November 3, 1970., Washington, November 3, 1970

      Arguing that Latin America was a key region in the struggle against communism, military attaché Walters outlined alternative courses of action for military and economic assistance to the region to engage its allies and counter the communist influence.

In the margin of the second paragraph of section 4, Nixon wrote, “This is my preference.” In the margin of the last paragraph, he wrote, “This should be our line,” and underlined significant portions of the paragraph. Attached but not published is a paper prepared by Walters titled, “Specific Actions in the Military Field in Latin America.”

    Mexico

    • 456. Telegram 5988 From the Embassy in Mexico to the Department of State, November 3, 1970, 2245Z., November 3, 1970, 2245Z

      Ambassador McBride reported on a discussion with President-elect Luis Echeverría, which dealt with the Colorado River salinity issue and finalization of the boundary treaty.

In a November 14 memorandum to Irwin, Meyer recommended a 1-year extension of the 5-year agreement with Mexico on the Colorado River salinity problem to allow President-elect Echeverría sufficient time to consider the U.S. proposal for a new 5-year agreement. Irwin approved the recommendation. (Ibid., POL 33–1 MEX–US) In telegram 6342 from Mexico City, November 23, the Embassy reported that McBride and Carrillo Flores had signed the boundary treaty.     • 33. Paper Prepared in the Department of State, Washington, November 3, 1970

      Summary: The attached paper, a revision of Document 30, outlined the objectives and policy options that the U.S. Government might take in its relations with the Allende government and argued that the United States should maintain a restrained and deliberate attitude toward Chile.

The paper was prepared in the Department of State in collaboration with the Department of Defense and the CIA. The paper with a revised first page was distributed to the members of the NSC on November 3 for the November 6 meeting. The memorandum of conversation of the NSC meeting is in Foreign Relations, 1969–1976, volume XXI, Chile, 1969–1973, Document 173.

    • 34. Analytical Summary by Viron P. Vaky of the National Security Council Staff, Washington, November 3, 1970

      Summary: This analytical summary of the options paper prepared for the November 6 NSC meeting (Document 33) examined the U.S. assumptions and objectives presented and provided a detailed evaluation of the various strategies introduced in the paper.

  • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.
