    Following is a listing of items of general interest which were announced in the press but not made public as formal White House press releases during the period covered by this issue.     • The President today announced his intention to nominate James L. Oakes to be United States District Judge for the District of Vermont.
  • The Federal Register is the official daily publication for rules, proposed rules, and notices of federal agencies and organizations, as well as executive orders and other Presidential documents.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973. In a private letter on March 26 Kissinger informed Thanat that as a “one time exception and because of the need to initiate coordination and local action promptly,” he was responding to the Thai offer of troops through Ambassador Unger.     • 74. Letter From President Nixon to the President of the Republic of China Chiang Kai-shek, Washington, March 27, 1970

Sent in telegram 45340 to Taipei, March 27. (Ibid., RG 59, Central Files 1970–73, POL CHICOM–US) In an April 11 memorandum to Nixon, Kissinger indicated that he sent the response to the ROC while Nixon was in Key Biscayne, Florida. (Ibid., Nixon Presidential Materials, NSC Files, Box 700, Country Files, Europe, Poland Vol. II Warsaw Talks 2/1/70–6/30/70) The response was drafted in EA, then forwarded by Green to Rogers for approval on March 16. Kissinger modified this response after receiving it under a covering memorandum from Eliot on March 21.

      The telegram transmitted the text of the Soviet statement concerning the NPT’s entry into force on March 5 and the creation of the Safeguards Committee. This statement is reported in Document 49.

    • 55. Memorandum From the President’s Assistant for National Security Affairs (Kissinger) to President Nixon, Washington, March 27, 1970

      Nixon approved a recommendation that the U.S. accept the closure of the cultural centers by India without complaint, while reserving the possibility of a further response.

An attached draft of the memorandum indicates that it was drafted by Saunders and revised by Kissinger. The President initialed the approval line on April 2. Not published is the attached March 17 memorandum from Rogers to Nixon.

  • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.
