    Following is a listing of items of general interest which were announced in the press but not made public as formal White House press releases during the period covered by this issue. Appointments requiring Senate approval are not included since they appear in the list of nominations submitted to the Senate, below.

    • Governor Nelson Rockefeller met with the President prior to the second in a series of four visits to Latin American countries.
    • In commemoration of the 25th anniversary of the Normandy invasion, the President met at the White House with a group of correspondents who covered the invasion in 1944.
    • Foreign Minister Kiichi Aichi of Japan will pay a courtesy call on the President on June 2.
    • Emperor Haile Selassie I of Ethiopia has accepted the President's invitation to make a state visit to Washington on July 7-9.

    Does not include promotions of members of the Uniformed Services, nominations to the Service Academies, or nominations of Foreign Service Officers.

    • JOSEPH J. JOVA, of Florida, a Foreign Service Officer of Class one, to be the Representative of the United States of America on the Council of the Organization of American States, with the rank of Ambassador.
    • DAVID D. NEWSOM, of California, a Foreign Service Officer of Class one, to be an Assistant Secretary of State.
  • Each Public Papers of the Presidents volume contains the papers and speeches of the President of the United States that were issued by the White House Office of the Press Secretary during the time period specified by the volume. The material is presented in chronological order, and the dates shown in the headings are the dates of the documents or events. In instances when the release date differs from the date of the document itself, that fact is shown in the text note.

Archival Holdings

  • The H. R. Haldeman Diaries consists of seven handwritten diaries, 36 dictated diaries recorded as sound recordings, and two handwritten audio cassette tape subject logs. The diaries and logs reflect H. R. Haldeman’s candid personal record and reflections on events, issues, and people encountered during his service in the Nixon White House. As administrative assistant to the President and Chief of Staff, Haldeman attended and participated in public events and private meetings covering the entire scope of issues in which the Nixon White House engaged in during the years 1969-1973.     • 24. Letter From Premier Kosygin to President Nixon, Moscow, May 27, 1969

      In Kosygin’s response to Nixon’s March 26 letter, Kosygin reiterated the Soviet readiness to enter “into an era of negotiations” with the United States and their desire to improve relations with the FRG. The problem, according to Kosygin, lay with the West Germans whose “stubborn refusal” to accede to the NPT greatly impeded its entry into force. He then encouraged the U.S. to use its influence “to secure the most rapid accession to the treaty.”

Kissinger forwarded Kosygin’s letter to Nixon under cover of a May 28 memorandum in which he stated: “on Europe, he bears down hard on the demand that the FRG sign the NPT and appears to rule out Soviet ratification until then. He asks us to press the German and other countries allied with us (presumably meaning Japan and, by Soviet definition, Israel.” (Ibid.) Kosygin’s letter and Kissinger’s memorandum are printed in Foreign Relations, 1969–1976, volume XII, Soviet Union, 1969–October 1970.

    Haiti

    • 383. Memorandum for the 303 Committee, Washington, May 27, 1969. , Washington, May 27, 1969

      With Assistant Secretary Meyer’s concurrence, the memorandum recommended the termination of covert U.S. support for anti-Duvalier Creole broadcasts and the phasing out of support for the exile Haitian Coalition.

    Peru

    • 602. Telegram 3904 From the Embassy in Peru to the Department of State, May 27, 1969, 2158Z. , May 27, 1969, 2158Z

      In this telegram, Ambassador Jones recounted a phone call with the Peruvian Foreign Minister in which they discussed deteriorating U.S.-Peruvian relations, the IPC, and the fisheries problems.

In telegram 86660, May 28, the Department of State directed Jones to investigate the Peruvian Government’s position further, specifically requesting he determine if the Foreign Minister’s suggestion regarding the raising of sanctions on Peru and Ecuador (mentioned in the first paragraph) had Velasco’s backing (Ibid.).

  • The Kissinger telephone conversation transcripts consist of approximately 20,000 pages of transcripts of Kissinger’s telephone conversations during his tenure as Assistant to the President for National Security Affairs (1969-1974) and Secretary of State (1973-1974) during the administration of President Richard Nixon. Visit the finding aid for more information.
