Abstract

The papers of Jerome H. Jaffe, Director, Special Action Office for Drug Abuse Prevention, were received by the Office of Presidential Papers on March 1, 1973.

Under the terms of a standard deed of gift, some materials which contain information of a personal nature or are security classified have been removed and placed in. a closed folder. A Withdrawal Sheet, GSA Form 7122, with a description of each restricted document has been inserted at the beginning of each folder from which the material has been removed. A Document Control Record indicates the original position of the withdrawn item within the folder. The staff periodically reviews closed materials for the purpose of opening materials which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 13526 in response to a Mandatory Review Request (NA Form 14020) submitted by the researcher.

Scope and Content Note

The papers of Jerome Herbert Jaffe reflect his responsibilities as both Special Consultant to the President for Narcotics and Dangerous Drugs and as Director of the Special Action Office for Drug Abuse Prevention, during the years 1971-73.

Included in the collection are copies of correspondence, copies of Congressional testimony, and a Legislative History of the Special Action Office. Also, included are news clippings relating to the development of the Special Action Office.

The collection begins chronologically in 1971 with the correspondence series. This series consists of two subseries: personal correspondence and White House and Congressional correspondence. The personal correspondence papers are mainly congratulatory letters which relate to Dr. Jaffe's appointment as Director of the Special Action Office for Drug Abuse Prevention on April 11, 1972. The White House and Congressional correspondence includes letters of appreciation for support given to legislation establishing the Special Action Office and memorandums concerning short-term federal goals in the areas of the treatment, rehabilitation, research, prevention, training and education of drug abuse, and drug addiction. Correspondents include senators, representatives, and White House staff members. Scattered in the latter series are letters from President Nixon.

The Congressional testimony series includes printed copies of testimony made by Dr. Jaffe, Paul Perito and Grasty Crews before Congressional committees since the issuance of Executive Order 11599 on June 17, 1971, establishing the Special Action Office. This series also includes floor statements and extended remarks made during the 92nd Congress which are relevant to the history of the Special Action Office.

The news clippings series contains electrostatic copies of news clippings relating to the development and activities of the Special Action Office for Drug Abuse Prevention. The final series, the reports series, traces the legislative history of Public Law 92-255 which established the Special Action Office for Drug Abuse Prevention.
