Abstract

The Presidential Historical materials of Sanford Fox are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note) and implementing regulations. In accordance with the Act and agency regulations, archivists reviewed the file group to identify personal and private materials and non-historical items. These items have been returned.

Materials covered by the Act have been archivally processed and are described in this register. Items that are security classified or otherwise restricted under the Act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (GSA Form 7279) with a description of each restricted document has been inserted at the beginning of each folder from which materials have been removed. A Document Control Record marks the original position of the withdrawn item.

Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restriction.

Biographical Note

A native of West Virginia, Sanford Fox settled in the Washington, D.C. area in 1939. He entered into the Army’s Air Transport Command in 1940, serving with the Army Air Forces & Navy during WWII. After the war, he worked for what became the CIA for 7 years, and then transferred to the White House staff in 1952. Fox took a permanent position in 1959 as the Assistant Chief of the Social Entertainments Office. He eventually became the head of the office when his predecessor, Adrian B. Tolley, retired. In this capacity, Fox oversaw the planning of events throughout the Kennedy, Johnson, Nixon and Ford administrations.  He retired in June 1975.

Scope and Content Note

The Sanford Fox file group totals 60.11 linear feet (48 cubic feet) and is comprised of 16 series which document the activities of the Social Entertainments Office from 1969 through 1974. Fox, as Chief of the Office, and his staff performed duties in connection with the planning and successful execution of social events organized by the Social Secretary, Lucy A. Winchester. The majority of these files contain materials accumulated by the Office in their role of preparing invitations, menus, seating charts, and programs for dinners, luncheons, receptions, worship services, and entertainment, among others. The Office was responsible for the creation of products, such as Christmas prints, cards, and presidential certificates; these also are included in these files. Another work product of the Office of Social Entertainments was an alphabetical name file used to keep track of guests who attended White House functions. There are separate card indices for Social Events and Worship Services.

The collection is predominately text-based, with a small number of photographs and artifacts. (See: Presidential Photographs and Plaques series.)

Description:   This series provides the most comprehensive glimpse into the role of the Social Entertainments Office. The series is arranged chronologically and identified by the type of function, e.g. breakfast, luncheon, reception, tea, dinner, entertainment, open house, or party. These functions could be hosted by the President, the First Lady, Julie Eisenhower, Tricia Cox Nixon, or any combination thereof. A typical file includes copies and/or drafts of the invitation, admit card, menu, seating chart, and program for the event; copies of the guest list and replies from invitees; working papers and memorandums pertaining to the event which document how the Social Entertainments Office interacted with other White House personnel and offices; President and First Lady scenarios; schedule of events and administrative arrangements; and very often, press releases pertaining to the guest list, event, and Presidential remarks. For State Dinners, the files often include information regarding the members of the official party and itineraries of the visiting Head of State, or other such individual. The Social Events series contains information for events held at the White House, as well as other locations. Noteworthy, large-scale events in this series include the April 29, 1969 dinner and entertainment in honor of Duke Ellington;s 70th birthday, the August 13, 1969 dinner for the Apollo XI Astronauts at the Century Plaza Hotel in Los Angeles, CA, and the June 12, 1971 Wedding of Tricia Nixon and Edward Cox Finch.

These 5 x 8 cards document guests and the dates of the social events they attended. Categories of events include: luncheon, dinner, tea, reception, entertainment following dinner, or other. These cards are arranged alphabetically by last name; however, the last 12.5 linear inches are arranged alphabetically by country to document foreign guests.

Description:   This series documents the Worship Services held in the White House – a custom initiated by the Nixon administration. The records that comprise this series are similar to that of the Social Event series. A typical folder includes replies and guest lists; working papers and memorandum; Presidential scenarios and schedule of events; proofs of and final versions of the program; and information pertaining to the officiant and entertainment. Description:   This series appears to have been created by the Social Entertainments Office to provide a comprehensive file of the social events on which they worked. Folders contain finalized invitations, guest lists, menus, and programs for each dinner, luncheon, worship service, et cetera held in a given month and year. his series begins with President Nixon's Inauguration in January 1969 and ends in February 1973. Although folders were included for July 1972 – December 1972, they were found empty. The series is arranged chronologically

Description:   This series contains menus for formal events that were lettered by the Social Entertainments Office and printed for placement at tables. Each menu indicates the food and alcohol served and the location and the date of the function. The menus are gold embossed with a Presidential seal and have a gold metallic trim. The series is arranged chronologically.

Description:   Sanford Fox and the Social Secretary, Lucy Winchester, were responsible for seating arrangements; this series contains the finished products of their collaboration. Arranged chronologically, this series is comprised of folders created specifically for each event. Each folder contains lettering on the front with the type of event, the individual or group being honored, and the date. The contents of the folder are contingent upon the type and size of event. A typical folder contains a diagram of the table and the names of guests at their designated positions. For events with a large number of guests, the folder contains a diagram of the set up of tables and lists of guests at the table. Guest lists, in the form of press releases, often are included in the folders.

Description:   This series contains a miscellaneous collection of invitations produced by the Social Entertainments Office. There are blank invitations for dinners, entertainment, luncheons, and receptions. There is an assortment of finalized invitations, the majority of which are for events held outside the White House, such as the St. Francis Hotel in San Francisco, and even outside the country, such as the Romanian State House and the Wilanow Palace in Poland. Also included in this series are admittance cards and inserts that were included in formal invitations. (Admittance cards were required for guests to gain entry into events and inserts were placed in invitations to inform invitees as to the guest of honor.) As with the invitations, a majority of these cards and inserts were for those events taking place outside the White House. This series is arranged alphabetically by type of invitation.

Description:   The Programs series contains copies of programs distributed to guests at performances. Entertainers were invited to the White House for performances in honor of special guests, for an "Evening at the White House", or other various events. Entertainers include solo perfomers, such as Frank Sinatra, Sammy Davis, Jr., Johnny Cash, Beverly Sills, David Frost, and Bob Hope or groups, such as the 5th Dimension, the United States Army Chorus, and the American Ballet Theater. These programs contain a biography of the entertainer(s) and a description of their performance. These programs represent the final product, but proofs and working papers may be found in the Social Entertainment files. The Programs series is arranged chronologically.

Description:   This series contains cards designed for a variety of purposes. The majority of this series is comprised of acknowledgement cards from President and Mrs. Nixon. These cards address certain events, such as the birth or adoption of a baby, marriage, graduation, or the attainment of an Eagle Scout award. This series also contains calling cards of the President and Mrs. Nixon, as well as President Nixon signature cards. These cards are all mass-produced and do not exhibit original signatures. The Cards series is arranged alphabetically by type of card.

Description:   This series contains certificates presented to various individuals to convey thanks or honor an occasion. There are certificates of appreciation (e.g., for service during a Presidential visit), participation (e.g. Easter Egg Roll), and commendation (e.g. law enforcement officers.) Other types commemorate a flight on Air Force One or a visit to the Western White House. A majority of these certificates are blank; however, some have been made out to specific individuals. These include individuals identified with the success of the 1972 Republican National Convention, members of the 1972 Electoral College, officiants at Worship Services, and law enforcement officials. This series is arranged alphabetically by type of certificate.

Description:   This series contains prints of former presidents' portraits distributed to individuals from President and Mrs. Nixon at Christmastime. The creation and distribution of this gift fell under the Fox's purview. This series only contains the prints for the years 1969, 1970, 1972, and 1973 (George Washington, Thomas Jefferson, Teddy Roosevelt, and James Monroe, respectively) and is arranged chronologically. See the Social Events series for more information regarding the distribution of the prints.

A majority of the photographs have been mounted and many include the caption "With Best Wishes," suggesting the Social Entertainments Office used these photographs to dispense as gifts or mementos, similar to the contents of the Presidential Certificates series.
