Abstract

The Presidential Historical materials of John R. Price, Special Assistant to the President for Urban Affairs, are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (P.L. 93-526, 88 Stat. 1695) and implementing regulations. In accordance with the Act and agency regulations, archivists reviewed the file group to identify personal and private materials and nonhistorical items. These items have been returned.

Materials covered by the Act have been archivally processed and are described in this register. Items that are security classified or otherwise restricted under the Act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (Form NA 14021) with a description of each restricted document has been inserted at the beginning of each folder from which materials have been removed. A Document Control Record marks the original position of the withdrawn item.

Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 13526 in response to a Mandatory Review Request (Form NA 14020) submitted by the researcher.

Biographical Note

John R. Price received his undergraduate degree from Grinnell College in Grinnell, Iowa. Mr. Price continued on to receive a Master of Arts from Oxford University, which he attended as a Rhodes Scholar, and a Juris Doctor from Harvard Law School graduating in 1965. He is the founding Chairman and Director of the Americans for Oxford and a trustee of Grinnell College. In the 1960s, Mr. Price worked doing community development in the Bedford-Stuyvesant area in Brooklyn, New York. While in New York, Mr. Price worked for Mr. John Doar who would later be the Chief Counsel for the House Judiciary Committee investigating the Watergate scandal. In 1968, Mr. Price originally worked for Nelson Rockefeller’s Presidential campaign but then moved to Richard Nixon’s Presidential campaign after Mr. Rockefeller withdrew from the race. Mr. Price worked for Len Garment during the 1968 Presidential campaign.

After President Nixon’s successful Presidential campaign in 1968, Mr. Price joined the staff of the Nixon administration in 1969 working for Daniel Patrick Moynihan in the Urban Affairs Council. While working for Mr. Moynihan, Mr. Price’s focus was on welfare reform and the creation of the Family Assistance Plan. After Mr. Moynihan left the Nixon administration in 1970, Mr. Price became Special Assistant to the President for Urban Affairs
and Executive Secretary to the Council on Urban Affairs, reporting directly to John Ehrlichman. Mr. Price concentrated on health care policy and urban development while working for Mr. Ehrlichman until Mr. Price left the Nixon Administration in 1971.

After leaving the Nixon Administration, Mr. Price ran for Congress but was unsuccessful in the Republican primary. He then began his career in banking and for 29 years worked for Manufacturers Hanover and its successor banks including Chemical, Chase Manhattan and J.P. Morgan. Mr. Price held various positions including Corporate Secretary, Senior Vice President overseeing mortgage banking, Managing Director in the investment bank, Financial Advisor to the Federal Government on its privatization of financial assets and head of government relations worldwide for the Chase Manhattan. Mr. Price then became the President and CEO of the Federal Home Loan Bank of Pittsburgh until his retirement.

John Price is currently married to Svetlana S. Price and has three children.

Scope and Content Note

The materials of John R. Price cover the period from January 1969 to December 1971 when Mr. Price initially served as an assistant to Daniel Patrick Moynihan and later when Mr. Price became Special Assistant to the President for Urban Affairs and Executive Secretary to the Council on Urban Affairs during the administration of President Richard Nixon. The materials are arranged into two series which include Subject Files and Research and Reports. The Subject Files series also includes two sub-series on National Growth Policy and the Virgin Islands.

The materials in this collection reflect Mr. Price’s activities in a wide range of domestic policy issues. The Subject Files series contains documents on domestic issues including civil rights, education, health, housing, transportation, and welfare. The series contains a number of correspondences between Mr. Price and Daniel Patrick Moynihan on welfare reform and developing the Family Assistance Plan. The series additionally contains a large volume of correspondence between Mr. Price and John Ehrlichman after Mr. Price assumes the role of Special Assistant to the President for Urban Affairs and Executive Secretary to the Council on Urban Affairs. Health care policy and urban development are the topics most emphasized in these materials. The National Growth Policy sub-series contain correspondence, memos, meeting agendas, decision papers, and legislation proposals on urban and rural growth. The
Virgin Islands sub-series contain materials on the interactions between the Nixon administration and Melvin Evans who in 1970 was the first elected Governor of the Virgin Islands. This subseries also includes items from the investigation of former Secretary of the Interior Stewart Udall.

The Research and Reports series contains a large volume of newspaper clippings, magazine articles, pamphlets, study papers, commission reports, and additional types of background materials used by Mr. Price in developing the domestic policy agenda for President Nixon. Health care, welfare reform, and urban and rural growth are again the main topics. The series also includes a number of books used by Mr. Price and a number of oversized materials. The
oversized materials include maps, transparencies, project plans for large cities and rural areas, and reports from the White House Conference on Food, Nutrition and Health.

Additional collections containing materials from John Price include the Daniel Patrick Moynihan Collection and the Ken Cole Collection. In 2007, Mr. Price participated in the Nixon Library Oral History Project and his oral history can be viewed in the Nixon Library research room.
