FG 99 (Committee on Population and Family Planning) (White House Central Files: Subject Files)

Abstract

These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.

Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

Organizational Note

During the term of President Lyndon Baines Johnson, the Committee on Population and Family Planning called for the creation of a Commission. The Committee was terminated January 7, 1969, and the Nixon Administration began the work of creating the Commission on Population Growth and the American Future, which was enacted March 16, 1970 (S. 2701; PL 91-213; 84 Stat. 67).

The Commission's mission was to study the impact of population growth in the United States and the rest of the world and to try to determine what to expect in population growth, where the growth will move, and how to deal with it, especially in terms of those areas where there were not enough resources to adequately sustain growth. John D. Rockefeller, III was appointed Commission Chairman.

Scope and Content Note

The records in this file are primarily memorandums and letters dealing with the plans for the Commission, its duties, the selection of the Chairman and its members, and testimony before Congress on behalf of establishing such a Commission. Correspondents include Daniel P. Moynihan, Checker Finn, members of the White House Staff, the public, members of Congress, and Planned Parenthood chapters.
