Memorandum from John C. Whitaker to Ken Cole
May 30, 1972

In response to a request from the Domestic Council, John Whitaker outlined a plan for handling the “environment issue” during the 1972 Presidential campaign. He urged the President to highlight his legislative achievements, focus on states like California and Ohio where pollution was most evident, and work with reporters to generate favorable news coverage.
