Abstract

The Presidential historical materials of James W. McLane are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note) and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify personal and private materials (including materials outside the date span covered by the act) as well as nonhistorical items. These materials have been returned to the individual who has primary proprietary interest.

Materials covered by the Act have been archivally processed and are described in this register. Items which are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (GSA Form 7279 or NA Form 14021) with a description of each restricted document has been inserted at the beginning of each folder from which materials have been removed. A Document Control Record marks the original position of the withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 13526 in response to a Mandatory Review Request (NA Form 14020) submitted by the researcher.

Biographical Note

1967 Received his Master in Business Administration from Harvard Business School

1967-1969 Consultant with the international management consulting firm of Booz, Allen and Hamilton of New York City; served four years as an officer in the U.S. Navy

5/1969-3/170 Assistant to the Undersecretary of Health, Education and Welfare

3/1970-12/1970 Executive Assistant to the Secretary of Health, Education and Welfare for programs and special affairs

Fall 1970 Directed the successful re-election campaign of Governor Sargent in Massachusetts

12/1970-3/1972 Staff Assistant to the President and member of the Domestic Affairs Council Staff. Coordinated administration efforts for general revenue sharing and youth affairs. Directed the Domestic Council Committee on Aging.

3/1972-1974 Deputy Director of the Cost of Living Council

1975 Vice President of First National City Bank in New York City.

He is married to the former Fay Sargent and they have two sons, Sandy and Benjamin.

Scope and Content Note

James W. McLane was a Staff Assistant to the President and a member of the Domestic Affairs Council Staff from 1970 to 1972. In this capacity he headed the youth affairs program which focused on the newly enfranchised eighteen year old votes. The youth affairs program centered on making the youth aware of the political process, presidential administration and shifting voting sites for college students and military personnel.
