Abstract

The Presidential historical materials of Glenn R. Schleede are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note) and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify personal and private materials (including materials outside the date span covered by the act) as well as nonhistorical items. These materials have been returned to the individual who has primary proprietary interest.

Materials covered by the Act have been archivally processed and are described in this register. Items which are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (GSA Form 7279 or NA Form 14021) with a description of each restricted document has been inserted at the beginning of each folder from which materials have been removed. A Document Control Record marks the original position of the withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 13526 in response to a Mandatory Review Request (NA Form 14020) submitted by the researcher.

Scope and Content Note

The Glenn R. Schleede file group documents the activities of the Nixon Administration's Domestic Council in the areas of energy and environmental policy from 1971 through 1974. It is composed of the office files of two men - Glenn R. Schleede and Richard M. Fairbanks, III.

Before joining the staff of the Domestic Council, Glenn R. Schleede served in various positions with the government, first with the Office of Management and Budget, where he worked with John C. Whitaker and Richard M. Fairbanks. He later worked with the Atomic Energy Commission in energy and environmental quality programs. In March 1973 he joined the Domestic Council as an assistant to Michael Raoul-Duval, and in May 1974 he was appointed assistant director. Schleede continued to work at the White House after Richard M. Nixon resigned.

At the Domestic Council, Schleede provided policy formulation and co-ordination in his areas of responsibility - energy, clean air, nuclear energy, science and space, and organization for energy and natural resource activities. According to Schleede, "...I know more details about the energy business than the energy policy, I know more about the details and about energy programs and the agencies than either Dick Fairbanks or Mike Duval does...." He worked closely with officials in the Department of Interior, Office of Management and Budget, Council of Environmental Quality, Environmental Protection Agency, National Science Foundation, and NASA, as well as with other White House staff members and particularly William E. Timmons' office, and with staff members of various Congressional committees and with the Senate Interior COmmittee in gathering data. He played an active role in the drafting of Presidential statements and messages, and in the formulation of new legislation.

In July 1971 Richard M. Fairbanks was recruited for the Domestic Council by John C. Whitaker. At this time Mr. Fairbanks held the position of Special Assistant Administrator for the EPA. He was appointed Associate Director in May 1973. Fairbanks described his position as "shepherding the pieces of legislation, developing the coming environmental package of the year...and doing kind of case work on the particular problems in the area [of environmental quality] that came up...." He left government service in May 1974 in order to return to private law practice.
