FG 24 (Department of Housing and Urban Development) (White House Central Files: Subject Files)

Scope and Content Note

The records of the Department of Housing and Urban Development (DHUD), subject file FG 24, are a subseries of subject category FG (Federal Government Organizations). FG 24 consists of approximately 2.2 cubic feet of draft and original memoranda, carbon and photostatic copies, handwritten notes, news clippings, schedules, reports, press releases, printed material, telegrams, and teletypes reflecting the concerns and interactions of the Nixon Administration with the Department of Housing and Urban Development, Congress, and the general public.

Subject matter covered in this collection include: personnel changes; requests for DHUD speakers; the Federal Housing Administration; volunteerism (the creation of the Office of Voluntary Action); dealings with the field offices of DHUD; pros and cons of DHUD officials on regional and local levels; damage from storms, tornadoes, floods, severe cold weather, and riots to parts of the country; federal aid to cities and states; DHUG programs such as "Operation Breakthrough," the Model Cities Program, the Philadelphia Listening Project, "Operation TACLE," and TOP (The Options Process); budgetary discussions; and revenue sharing.

Personalities prominent in FG 24 include the President and Executive Office Staff members John Ehrlichman, Daniel Patrick Moynihan, H. R. Haldeman, Tod Hullin, Ken Cole, Dana Mead, Herb Klein, Alexander Haig, Stanley S. Scott, Peter Flanigan, and Charles "Bud" Wilkinson. DHUD staff correspondents include Secretaries of DHUD George W. Romney and James T. Lynn; Undersecretaries Richard C. Van Dusen, Floyd Hyde, and James Mitchell; and Assistant Secretaries Samuel C. Jackson, Harold Finger, Eugene Gulledge, and Gloria Toote.

FG 24 is divided into 15 subcategories reflecting the different programs within DHUD. The subcategories, however, contain a very small amount of material. The majority of the collection is filed under "FG 24." Every division of the collection is further divided into "Executive" and "General" designations. This nomenclature generally refers to the source of the communication. Items designated "Executive" are communications among national, foreign, state and local governments and their agencies, Members of Congress, and other prominent people. Items designated "General" are communications between government officials and private citizens, institutions and other private interests. Folders with the designation ".../A" deal with personnel changes within the prefixed category.

Some documents in FG 24 were withdrawn into parallel file units; originally, into White House Central Files' "Confidential Files" and later into a unit set up by the Nixon Administration, originally referred to as "Document Control", later the "White House Special Files." While the Confidential File maintained by White House Central Files has been reincorporated into the subject files, the "White House Special File: Central Files" remains a separate collection containing FG 24 documents drawn from this file.
