FG 163 (National Advisory Council on Vocational Education) (White House Central Files: Subject Files)

Abstract

These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.

Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

Organizational Note

The National Advisory Council on Vocational Education was established October 16, 1968, under the authority of the Vocational Education Act of 1968, P. L. 90-576. The Council is a public advisory committee within the jurisdiction of the Office of Education, U.S. Department of Health, Education and Welfare.

The Council advises the Commissioner of Education concerning the administration of, preparation of general regulations for, and operation of vocational education programs supported with assistance under the Vocational Education Act. It reviews the effectiveness of such programs in meeting the purposes for which they are established and operated, and makes annual reports of its findings and recommendations (including recommendations for changes in the provisions of this Act). The Council reports the to the Secretary for transmittal to the Congress; and conducts independent evaluations of programs carried out under this Act and publishes and distributes the results thereof.  The Council also reviews the possible duplication of vocational education programs at the postsecondary and adult levels within geographic areas and makes annual reports of the extent to which such duplication exists, together with its findings and recommendations, to the Secretary.

The Council consists of 21 persons appointed by the President for three-year terms. The Council includes persons representative of labor and management; persons familiar with manpower  problems and administration of manpower program; personal knowledgeable about the administration of state and local vocational education programs, including members of local school boards; persons experienced in the education and training of handicapped persons; persons familiar with the special problems and needs of individuals disadvantaged by their socioeconomic backgrounds; persons having special knowledge of postsecondary and adult vocational education program; and representatives of the general public, including parents and students.

Scope and Content Note

The records consist of correspondence, memorandum and annual reports. Primary correspondents include President Richard M. Nixon, Charles B. Wilkinson, Checker Finn, Murray Chotiner, John Ehrlichman, James H. Falk, David N. Parker, Kenneth R. Cole Jr., Alexander Haig, David J. Wimer, James Cavanaugh, William Casselman, Robert H. Finch and William E. Timmons.  There is also correspondence with Calvin Delefield and Lawrence Davenport of the National Advisory Council on Vocational Education.

The terms "Executive" [Ex] and "General" [Gen] are used before the code FG 163 to identify the source of the materials within a specific file. The files designated [Ex] are communications between national, foreign, state and local governments and their agencies, members of Congress and other prominent people. Files designated [Gen] are communications between government officials and private citizens, institutions and other private interests.
