These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.
Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

The National Advisory Council on Supplementary Centers and Services was established in 1967 by P. L. 89-10, under the authority of the Elementary and Secondary Education Act of 1965, as amended by P. L. 90-247, the Elementary and Secondary Education Amendments of 1967. The Council was a public advisory council and operated within the jurisdiction of the of the Office of Education, Department of Health, Education and Welfare, and was terminated in 1975.
The Council was established to review the operation of Title III of the Elementary and Secondary Education Act and to suggest improvement in its administration. The Council also reviews and evaluates the programs and projects carried out under the authority of this title and reports its findings to the President and the Congress.
The Council was composed of twelve members appointed for three-year terms by the President.
The members were selected to be broadly representative of the educational and cultural resources of the United States, including at least one person who has professional competence in the area of education of the handicapped.
The records consist of correspondence, memorandums, press releases and annual reports. Primary correspondents include President Richard M. Nixon and White House staff John W. Dean III, Daniel T. Kingsley, Peter M. Flanigan, Fred F. Fielding, Checker Finn, Gen. Alexander M Haig, Jr., James H. Cavanaugh, Harry Flemming, Edward L. Morgan, David N. Parker, George T. Bell, and John and Robert Finch. There is also correspondence with Dr. James A. Hazlett and Mrs. Dorothy S. Robinson, Chairman, National Advisory Council on Supplementary Centers and Services; and Elliot L. Richardson of the Department on HEW.
The terms "Executive" [Ex] and "General" [Gen] are used before the code FG 162 to identify the source of the materials within a specific file. The files designated [Ex] are communications between national, foreign, state and local governments and their agencies, members of Congress and other prominent people. Files designated [Gen] are communications between government officials and private citizens, institutions and other private interests.
