Scope and Content Note

The Council of Economic Advisors (subject category FG 6-3) was established in the Executive Office of the President by the Employment Act of 1946 (60n Stat. 24; 15 U.S.C. 1023) and functions under that statute and Reorganization Plan 9 of 1953, effective August 1, 1953. The Council consists of three members, one as Chairman, appointed by the President with the advice and consent of the Senate. The Council of Economic Advisors (CEA) analyzes the national economy, advises the President on economic developments appraises the economic programs and policies of the Federal Government, recommends to the President policies for economic growth and stability and assists in the preparation of economic reports of the President to Congress. Frequent correspondents include: Dwight Chapin, Lee DuBridge, John Ehrlichman, Peter Flanigan, David Kennedy, Gen. George Lincoln, Donald Rumsfeld, Maurice Stans, George Shultz, Herbert Stein, and CEA members Paul McCracken, Marina Whitman, Hendrick Houthakker, Ezra Solomon and Gary Seevers.

The Executive file category within this subject category includes the correspondence of the President, White House Staff and Administration officials with heads of state, members of Congress, political party members, personal acquaintances and business, patriotic and special interest organizations. The General file category mainly contains correspondence of the President and White House Staff with members of Congress, business, patriotic and special interest organizations and the general public. This subject category includes materials pertaining to the President's Annual Report to Congress, the annual reports of the Council of Economic Advisors (CEA), meetings of the Troika (Chairman of the CEA, Secretary of the Treasury and Director of the Bureau of the Budget) and the Quadriad (Troika members and the Chairman of the Federal Reserve Board), and CEA members' job appointments, speeches and meetings with industry leaders and reports and analyses to the President on economic statistical indicators, such as price indexes, the gross national product, the balance of payments, construction, industrial production, retail sales and the international monetary situation.
