The Presidential historical materials of Charles W. Colson are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (P.L. 93-526, 88 Stat. 1695) and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify personal and private materials (including materials outside the date span covered by the act) as well as nonhistorical items. These materials have been returned to Colson or the individual who has primary proprietary interest.

Materials covered by the act have been archivally processed and are described in this register. Items which are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (GSA Form 7279) with a description of each restricted document has been inserted at the beginning of each folder from which materials have been removed. A Document Control Record marks the original position of the withdrawn item.

Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 12958 in response to a Mandatory Review Request (NA Form 14020) submitted by the researcher.

Scope and Content Note

Charles Wendell Colson was responsible for inviting influential private special interest groups into the White House policy-making process and winning their support on specific issues. His office served as the President's political communications liaison with organized labor, veterans, farmers, conservationists, industrial organizations, citizen groups, and almost any organized lobbying group whose objectives were compatible with the Administration's. Colson's staff broadened the White House lines of communication with organized constituencies by arranging Presidential meetings and sending White House news releases of interest to the groups.

In addition to his liaison and political duties, Colson's responsibilities included: performing special assignments for the President, such as drafting legal briefs on particular issues, reviewing Presidential appointments, and suggesting names for White House guest lists. His work also included major lobbying efforts on such issues as construction of an antiballistic missile system, the President's Vietnamization program, and the Administration's revenue-sharing proposal.

Description:   The Memoranda Files series contains materials indicative of all of Colson's White House activities. Under the direction of H.R. Haldeman, Colson supervised the activities of a staff that included: Henry C. Cashen, George T. Bell, John A. Scali, Richard A. Moore, Desmond J. Barker, Jr., W. Richard Howard, Patrick E. O'Donnell, William F. Rhatican, Steven S. Karalekas, Roger E. Johnson, E. Howard Hunt, and Douglas L. Hallett. This series consists of memoranda written by Colson to other White House staff members as well as memoranda for the President. The materials, written by Colson, consist mostly of tissue carbon copies of memoranda sent to H.R. Haldeman, Daniel Kingsley, Alexander Butterfield, Neil Kvasnak, Rose Mary Woods, and Bruce Kehrli. They recommend which individuals the President should: appoint to Presidential commissions; give a birthday call; and include on quest lists for dinner and after dinner activities.

Memoranda, prepared for the President, request the President's participation in an event, and list staff recommendations for the President's handling of the event. A third type, interstaff memoranda, is included in this series. It consists primarily of recommendations of which individuals and groups the President should meet.

Description:   The first part of the Meetings Files series contains handwritten notes that Colson made during his meetings and telephone conversations with President Nixon. This series also contains documents that relate to the notes, such as memoranda between White House staff, press releases, news clippings, poll reports, economic indicators, and daily news summaries prepared by the White House staff. Colson's handwritten notes and the related documents that are contained in this series involve topics such as policy decisions, relations with labor and other public interest groups, White House personnel and staffing, the Vietnam War, the 1972 election, public opinion of the President, and media relations. Documents with red tabs attached to them were read by President Nixon.

The remainder of the Meetings Files series contains memoranda about the President's meetings. Staff used these memoranda to coordinate the scheduling of meetings, set the date and time of an event, provide background information, and document details of Presidential participation. The meetings, depending on group size, were held either in the President's Oval Office or in the Cabinet Room. Colson arranged for delegations such as the National Association of Manufacturers, the National Association of Home Builders, and the Citizens Committee for Peace with Freedom to meet with the President. The White House Photo Office collection contains photographs of many of the participants in the meetings mentioned in this series.

Description:   The majority of the Subject Files series covers domestic topics, ranging alphabetically from ABC to Zero Population Growth. Since files were selected and sent to White House Central Files at different times, the series' alphabetical order had to be reconstructed.

Description:   The Chronological Files series, like the subject files, reflect Colson's major areas of responsibilities. These tissue carbons of correspondence that Colson sent from November 1969 through December 1972 to staff members parallel memoranda in the subject files.

Description:   The Projects Files series contains correspondence, notes, memoranda, reports, and annotated lists related to special projects in Colson's bailiwick, including the Anti-McGovern-Hatfield project, the Open Hour project, and the Presidential Telephone Call project. The Anti-McGovern-Hatfield Project's objective was to discredit the supporters of the McGovern-Hatfield Amendment to End the War, defeat the Amendment, and gain public support for the President's plan to end the war.

The chronological arrangement of the Open Hour Project memoranda demonstrates how often Colson arranged for the President to have contact with influential private special interest groups. Appendixes for this series include lists of participants.

The Presidential Telephone call Project files include correspondence, notes, memoranda, reports, and annotated lists related to suggested telephone calls the President should make to VIP's and administration friends. Calls were recommended for reasons such as a birthday or holiday.

Processing Note

To make the collection easier for researchers to use, NLNS student intern Erin Greenwell reprocessed the first six boxes of the Meetings and Conversations series, which contain Colson's handwritten notes and supporting materials, in 2006.

The original arrangement and description of the materials in this series was poor, and years of use by researchers, beginning with the Watergate Special Prosecution Force in the 1970s, had resulted in further disorder. Items, for example, had been contained in folders grouped according to rough date estimates or by undefined groupings. Most of the collection was out of chronological order, and some items had been erroneously fastened together while others had been unfastened and separated. Approximately one third or more of the items within the series contained no dates. Preservation concerns, in addition, included yellowing newsprint, torn or jagged edged items, as well as the presence of fragile items.

Reprocessing the series began with the removal of all items from their folders, and the materials were then sorted chronologically. Items were placed in new folders organized chronologically by month. In some instances, more than one folder was needed to contain all items from a given month.

Using the President's Daily Diary, other materials in the Colson collection, the Staff Member and Office Files of H. R. Haldeman, the Haldeman Diaries, and other secondary and primary sources, previously undated items were dated and interfiled accordingly with dated materials. Some undated materials could not be given exact dates, but were clearly associated with a particular month. These items were placed in paper sleeves and are located at the back of the folder or folders for that month. In cases where more than one folder was needed for a given month, the undated items were placed in the folder containing the latest chronological items. Some items could not be dated with any certainty to any particular month. These items appear at the end of the series in a separate folder within box 20.

After preservation photocopies were made and placed in the series, newsprint was discarded. Fragile items were placed in Mylar sleeves. Torn items or those with jagged edges were placed in Mylar sleeves.

After processing, all items were numbered on the upper left corner of the back side of the item. New folder titles and box labels were created for the series, and the intern also updated the withdrawal sheets and the finding aid.
