These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.

Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

Organization Information

The United States Advisory Commission on International Educational and Cultural Affairs was established September 21, 1961 by the Mutual Educational and Cultural Exchange Act (the Fulbright-Hays Act), P.L. 87-256. The Commission is a presidential advisory committee, which advises the Bureau of Educational and Cultural Affairs, U.S. Department of State.

The Commission was established to provide for improvement and strengthening of international relations of the United States by promoting better mutual understanding among the peoples of the world through educational and cultural exchange (975 Stat.532; 22 U.S.C. 2456).

The Commission formulates and recommends to the President policies for exercising his authority under the Mutual Educational and Cultural Exchange Act of 1961 (P.L. 87-2456, Fulbright-Hays Act) and appraises the effectiveness of the international educational exchange programs carried out under this act.

Scope and Content Note

The records consist of biographical statements, letters, memorandums and press releases, position papers and annual reports. Correspondents include President, Peter M. Flanigan, Henry A. Kissinger, Jonathan Rose, and other members of the White House Staff and members of Congress. These files contain correspondence from members of the United States Advisory Commission on International Educational and Cultural Affairs.

Topics include appointments, nominations, resignations, activities and developments of United States Advisory Commission on International Educational and Cultural Affairs.

The terms Executive and General are used before the code FG 228 generally to determine the source of the materials within a specific file. The files designated Executive are communications among national, foreign, state and local governments and their agencies, Members of Congress, and other prominent people. Files designated General are communications between Government officials and private citizens, institutions, and other private interests.
